Zone Rocklin - Comprehensive Zoning Amendment / General Development Plan Amendment (PDG2026-0002) and Zoning Ordinance and Map Amendments (ZOA20206-0003) (Second Reading of Ordinances)

Approve the Following Actions: 

1. Adopt an Ordinance of the City Council of the City of Rocklin Repealing Multiple General Development Plans for the Zone Rocklin - Comprehensive Zoning Amendment (Zone Rocklin / PDG2026-0002). 
2. Adopt an Ordinance of the City Council of the City of Rocklin Repealing and Replacing Title 17 of the Rocklin Municipal Code, Amending Related Provisions of the Rocklin Municipal Code, and Adopting the Corresponding Zoning Map Amendments (Zone Rocklin / ZOA2026-0003). 

On October 13, 2026, the City Council considered the Zone Rocklin project, a comprehensive update of the City of Rocklin's Zoning Ordinance and Zoning Map consisting of the following primary components: 

1. General Plan Amendment – Minor text amendments to the General Plan and revisions to the General Plan Land Use Map to clean up inaccuracies/inconsistencies. 
2. General Development Plan Amendments – Repeal of a majority of the existing General Development Plans and incorporation of a limited number of development standards into the updated Zoning Ordinance as overlays.
3. Zoning Ordinance Amendment – Repeal and replacement of Title 17 (Zoning) of the Rocklin Municipal Code. The updated ordinance includes:
   • Consolidation and replacement of a limited number of applicable General Development Plan standards into overlay areas;
   • Updates to zoning districts, land use classifications, definitions, and permit requirements;
   • Updates to development standards, design standards, and administrative procedures; and
   • Related amendments to other provisions of the Rocklin Municipal Code necessary to ensure internal consistency
4. Zoning Map and Overlay Map Amendments – Adoption of a new Official Zoning Map and Overlay Map, including the rezoning of a select number of properties to provide for consistency with the General Plan, replacement of obsolete zoning classifications, correction of mapping inconsistencies, and implementation of adopted City policy.

Associated with the approval of the Zone Rocklin Project, on October 13, 2026 the City Council introduced, waived the full reading, and read by title only the following: (A) An Ordinance of the City Council of the City of Rocklin Repealing Multiple General Development Plans for the Zone Rocklin - Comprehensive Zoning Amendment (Zone Rocklin / PDG2026-0002), and (B) An Ordinance of the City Council of the City of Rocklin Repealing and Replacing Title 17 of the Rocklin Municipal Code, Amending Related Provisions of the Rocklin Municipal Code, and Adopting the Corresponding Zoning Map Amendments (Zone Rocklin / ZOA2026-0003)
