Acceptance of Public Improvements Associated with the Utility Abandonment at 8900 Windsor Road

 
Recommendation to Council:
  1. Adopt a Town Council resolution accepting the public improvements associated with the Utility Abandonment at 8900 Windsor Road.
  2. Adopt a Windsor Water District resolution accepting the Windsor Water District Facility Improvements associated with the Utility Abandonment at 8900 Windsor Road.
Strategic Plan Element:
The recommended action supports the goal of Infrastructure. Goal Statement: Through a lens of sustainability and innovation, invest in the Town's infrastructure and public facilities to meet the needs of future generations.
Background:

In October of 2024, the Sonoma-Marin Area Rail Transit (SMART) contacted the Town of Windsor Public Works Engineering Department requesting the ability to abandon the Water Service Connection that were intended to serve future SMART owned improvements at 8900 Windsor Road. The required items, including improvement plans, an engineer’s estimate, and an encroachment permit application were submitted to the Public Works Department for review and approval.  After the public improvement plans were approved a revision to the plans was submitted to expand the scope of work to include abandonment of the existing sewer service.

 

In order to begin construction, SMART was required to obtain an Encroachment permit by completing the application and submitting the necessary insurance. A maintenance bond for this project was not required as the project valuation did not meet the minimum amount set by the Town of Windsor Encroachment Permit guideline.

Discussion:

SMART has completed the improvements as shown on the signed and approved improvement plans titled “Residential Water Service Abandonment Plan” dated December 10, 2024 and as required per the Encroachment Permit. The public improvements for the project consist of the abandonment of an existing water service and sewer lateral.

Town inspection staff verified that the improvements were constructed in accordance with the approved plans and Town Standards.  

 

The proposed action allows the Town of Windsor and Windsor Water District to accept the public improvements.

Fiscal Impact:

There is no fiscal impact associated with this action, the Town will be responsible for ongoing maintenance of the public improvements.  

Environmental Review:

The project has been determined to be exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15268: Ministerial Projects which exempt approval of individual utility service connections.
