Acceptance of Public Improvements Associated with the Reduced Pressure Backflow Preventer Assembly at 499 Wall Street
- Adopt a Town Council resolution accepting the public improvements associated with the reduced pressure backflow preventer assembly at 499 Wall Street.
- Adopt a Windsor Water District resolution accepting the Windsor Water District Facility Improvements associated with the reduced pressure backflow preventer assembly at 499 Wall Street.

In April of 2025, the owners of 499 Wall Street (066-081-018) contacted the Town of Windsor Public Works Engineering Department requesting approval to install a reduced pressure backflow preventer assembly on their existing domestic water service. The reduced pressure backflow preventer assembly protects the domestic water system from potential contamination from the non-potable water in the fire sprinkler system being installed in the residence.
The required items, including improvement plans and an encroachment permit application were submitted to the Public Works Department for review and approval.
In order to begin construction, the owners were required to obtain an Encroachment permit by completing the application and submitting the necessary insurance. A maintenance bond for this project was not required as the project valuation did not meet the minimum amount set by the Town of Windsor Encroachment Permit guideline.
The owners of 499 Wall Street have completed the improvements as shown on the signed and approved improvement plans titled “499 Wall Street RPBP Improvement Plan” dated May 7, 2026 and as required per the Encroachment Permit. The public improvements for the project consist of the construction of a new reduced pressure backflow preventer assembly.
Town inspection staff verified that the improvements were constructed in accordance with the approved plans and Town Standards.
The proposed action allows the Town of Windsor and Windsor Water District to accept the public improvements.
There is no fiscal impact associated with this action, the Town will be responsible for ongoing maintenance of the public improvements
The project has been determined to be exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15268: Ministerial Projects which exempt approval of individual utility service connections.
