Windsor Photo Contest
Receive a staff report on the Windsor Photo Contest and approve proposed upcoming photo contest timeline.
In 2025 staff received approval from SMART to occupy the fence line at their newly constructed Windsor station with the photo contest art. In June of 2025, Town staff relocated the previous photo panels to fencing at the SMART station platform to greet travelers coming to Windsor and along the new pedestrian pathway.
The Town continues the project’s goal of showcasing local photography and celebrating Windsor’s community, culture, and public spaces. In summer 2026, with approval from SMART, photographs selected from the 2025 contest were installed along the SMART Train pathway, expanding the community art display and further incorporating local artwork into community spaces. The 2026 Windsor Photo Contest will further expand the footprint of the program around the SMART station and pedestrian pathway with installation happening in 2027.
The fourth annual Windsor Photo Contest will kick off in the fall of 2026. The dates below outline a proposed timeline for Commission consideration:
2026-27 Windsor Photo Contest
September 23 - PAAC meeting
October1-November 15 - Photo Contest submission period
December - Commissioners to jury and rank photos
January 27, 2027 - PAAC meeting Photo Contest winner selection
February 2027 - Town Council for approval
March/April 2027 - Art installation
The Commission should review the proposed timeline and provide feedback to staff. Upon community submissions and a Commission jury process, the Town Council will have the final approval for the next round of photos to be displayed in the 4th Annual.
Sufficient appropriations of $2,500 are included in the adopted Fiscal Year 26-27 budget to fund the proposed action item. No budget amendment is required.
