Acceptance of Public Improvements Associated with the Water Service Connection at 637 Leafhaven Lane
- Adopt a Town Council resolution accepting the public improvements associated with the Water Service Connection at 637 Leafhaven Lane.
- Adopt a Windsor Water District resolution accepting the Windsor Water District Facility Improvements associated with the Water Service Connection at 637 Leafhaven Lane.

In December of 2025, the owners of 637 Leafhaven Lane (162-210-046) contacted the Town of Windsor Public Works Engineering Department requesting the ability to increase the size of their existing water service to accommodate their new fire suppression system. The single family home at 637 Leafhaven Lane experienced a structure fire and had to be rebuilt. As part of the reconstruction the building is required to be compliant with current California Building Code which now requires habitable structures to contain fire sprinklers.
The required items, including improvement plans, an engineer’s estimate, and an encroachment permit application were submitted to the Public Works Department for review and approval.
In order to begin construction, the owners were required to obtain an Encroachment permit by completing the application and submitting the necessary insurance. A maintenance bond for this project was not required as the project valuation did not meet the minimum amount set by the Town of Windsor Encroachment Permit guideline.
The owners of 637 Leafhaven Lane have completed the improvements as shown on the signed and approved improvement plans titled “Residential Water Service Improvement Plan” dated February 9, 2026 and as required per the Encroachment Permit. The public improvements for the project consist of the construction of a new water service, including the installation of a new water lateral, a new meter assembly, and a backflow preventer assembly.
Town inspection staff verified that the improvements were constructed in accordance with the approved plans and Town Standards.
The proposed action allows the Town of Windsor and Windsor Water District to accept the public improvements.
There is no fiscal impact associated with this action, the Town will be responsible for ongoing maintenance of the public improvements.
The project has been determined to be exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15268: Ministerial Projects which exempt approval of individual utility service connections.
