Acceptance of Public Improvements Associated with the Water Service Connection at 912 Turnberry Court
- Adopt a Town Council resolution accepting the public improvements associated with the Water Service Connection at 912 Turnberry Court.
- Adopt a Windsor Water District resolution accepting the Windsor Water District Facility Improvements associated with the Water Service Connection at 912 Turnberry Court.

In August of 2025, the owners of 912 Turnberry Court (162-210-020) contacted the Town of Windsor Public Works Engineering Department requesting the ability to relocate their connection to the Town water system. The required items, including improvement plans, an engineer’s estimate, and an encroachment permit application were submitted to the Public Works Department for review and approval.
In order to begin construction, the owners were required to obtain an Encroachment permit by completing the application and submitting the necessary insurance. A maintenance bond for this project was not required as the project valuation did not meet the minimum amount set by the Town of Windsor Encroachment Permit guideline.
The property at 912 Turnberry Court had an existing water service stub off of the public main. Based on the proposed site design for the single family home, the location of the existing water service stub would have been within the extents of the proposed driveway. The owners of 912 Turnberry Court requested to relocate their domestic water service to a location outside of the proposed driveway.
The owners of 912 Turnberry Court have completed the improvements as shown on the signed and approved improvement plans titled “Residential Water Service Improvement Plan” dated September 11, 2025 and as required per the Encroachment Permit. The public improvements for the project consist of the construction of a new water service, including the installation of a new water lateral, a new meter assembly, and a backflow preventer assembly.
The Public Works Inspector has inspected and approved all components of the new water service and has confirmed installation adheres to Town Standards.
The proposed action allows the Town of Windsor and Windsor Water District to accept the public improvements.
There is no fiscal impact associated with this action, the Town will be responsible for ongoing maintenance of the public improvements
The project has been determined to be exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15268: Ministerial Projects which exempt approval of individual utility service connections.
