Old Redwood Highway Pavement Preservation Project from Lakewood Drive to Pan Abode Court Budget Amendment
Amend the Fiscal Year 2026-27 adopted budget to appropriate $1,321,579.97 in Go Sonoma Roads (GSR) fund balance for the Old Redwood Highway Pavement Preservation Project from Lakewood Drive to Pan Abode Court.
The recommended action supports the goal of Infrastructure. Goal Statement: Through a lens of sustainability and innovation, invest in the Town's infrastructure and public facilities to meet the needs of future generations.
The Town receives an annual allocation of Go Sonoma Roads (GSR), previously known as Measure M, funding through the Sonoma County Transportation Authority (SCTA) for eligible transportation projects. GSR funds may be carried forward for up to three years, allowing jurisdictions to accumulate funding for eligible transportation projects. At the close of each fiscal year, jurisdictions report their use of GSR funds to SCTA.
Town staff had originally planned to use its GSR funding during FY 2025-26 for the Wild Oak Water Services and Pavement Preservation Project. However, GSR funds were not needed to complete construction of the project. As a result, $876,672.85 in GSR funding from FY 2023-24 & 2024-25 are available for use on the Old Redwood Highway Pavement Preservation Project from Lakewood Drive to Pan Abode Court (Project) in FY 2026-27. In addition, $444,907.12 in GSR revenue was received in FY 2025-26 and is available for use on the Project. Combining the GSR resources received and unappropriated, from FY 2023-24, FY 2024-25 and FY 2025-26, results in a total of $1,321,579.97 available to be appropriated towards the Project.
The Project will rehabilitate approximately three quarters of a mile of pavement along the corridor and upgrade 15 pedestrian curb ramps. Curb and gutter replacement and drainage improvements will also be made. Roadway geometrics modifications will be made to include installation of buffered bike lanes where possible and as recommended by the Town’s Bike and Pedestrian Master Plan and Old Redwood Highway Corridor Enhancement Plan.
On April 3, 2024, the Town Council approved a Professional Services Agreement with GHD Inc. for preparation of the project plans, specifications and estimate. During the final design phases of the Project, initial construction estimates exceeded the available funding. As a result, the project scope was scaled back, reducing the project limits from Pan Abode Court to Shadetree Drive.
On May 6, 2026, the Town Council awarded a Major Construction Contract to Argonaut Constructors, Inc. for construction of the project.
The full project scope from Lakewood Drive to Pan Abode Court has already been designed. Because GSR funds originally anticipated for the Wild Oak Water Services and Pavement Preservation Project are now available, the Town can extend the Project to its original limits. The additional work can be incorporated into the existing construction contract through a change order.
Additionally, Town staff have received an estimate of $579,000 to overlay Shiloh Road from Old Redwood Highway to 125 Shiloh Road. This segment represents some of the worst pavement conditions in town. The Shiloh Road work is adjacent to the Project and is proposed to be incorporated into the existing Argonaut Constructors, Inc. construction contract through a change order. Staff proposes to use a portion of the available GSR funding for the Shiloh Road overlay and the remaining funding to extend the Old Redwood Highway Pavement Preservation Project back to its original limits.
The table below summarize the total funding available for the Project, including the requested appropriation of $1,321,579.97 in GSR funds. The second table identifies the corresponding project costs, including the existing construction and construction management contracts and the proposed additional pavement preservation work on Shiloh Road and Old Redwood Highway.

The project is exempt from the California Environmental Quality Act (CEQA) in accordance with section 15301 for repair and maintenance of existing facilities. Therefore, no environmental review is required. A Notice of Exemption was filed on January 16, 2025.
