Hold a PUBLIC HEARING and consider adoption of Ordinance O2026-32, regarding a voluntary annexation of a 9.434-acre tract of land owned by Pat and John's Adventures and Investments Dedicated to St Joseph LLC., into the City of Weatherford, Texas. ANX-25-0003.
BACKGROUND/DISCUSSION
The property owner has submitted a voluntary annexation request for approximately 9.434 acres, commonly known as 1726 North Main Street, located in Parker County. The property is currently within the City of Weatherford’s extraterritorial jurisdiction (ETJ), is contiguous to the existing City limits, and is proposed to be annexed for all municipal purposes.
As required by Chapter 43 of the Texas Local Government Code, an Agreement Regarding Services After Annexation has been prepared for the property and is included as Exhibit “B” of the annexation ordinance. The agreement identifies the municipal services that will be provided following annexation, including police, fire and emergency medical services, solid waste collection, maintenance of applicable public infrastructure, and utility services.
The annexation request was presented to the City Council at its August 25, 2026, meeting. The City Council did not take action on the agenda item at that meeting. As a result, the annexation request is being brought forward for further consideration.
The applicant advised that a certified inspector with OverWatch Property Solutions had inspected the existing buildings and identified only a few minor issues. The applicant subsequently requested that City staff inspect the property to verify compliance with applicable City requirements.
The City’s Building Official conducted a life-safety and code compliance inspection of the ten (10) existing structures on the property on September 29, 2026. The inspection found the structures to be structurally sound and in good condition, with a small number of minor code items identified for correction. A follow-up inspection was completed on October 1, 2026, and confirmed that all identified items had been corrected. All ten (10) structures are currently code-compliant and safe for occupancy, with no outstanding building or life-safety issues identified that would prohibit consideration of the annexation request.
Parker County previously identified an unpermitted on-site sewage disposal (septic) system serving the laundromat located on the property. The system was cited for operating without the required permit under Texas Health and Safety Code Section 366.051. On September 8, 2026, Parker County conducted a follow-up inspection and confirmed that the laundromat had been voluntarily shut down and would remain closed until sewer service could be obtained. Based on the closure of the facility, Parker County lifted the Notice of Violation and confirmed that there were no other outstanding County violations associated with the property at that time.
If the ordinance is approved, the approximately 9.434-acre tract will be incorporated into the City limits and the annexation will become effective immediately upon passage of the ordinance. Upon annexation, the property will receive the default zoning classification of (AG) Agriculture.
FINANCIAL IMPACT
None.
