Consider authorizing the City Manager to execute a construction contract with Patcon Services, LLC for the Lake Weatherford Beach project utilizing the Interlocal Purchasing System (TIPS) #241001-3132 in an amount not to exceed $1,367,871.
BACKGROUND/DISCUSSION
Staff recommends a construction contract with Patcon Services, LLC for improvements to the Lake Weatherford Beach area, to be executed through The Interlocal Purchasing System (TIPS) Contract #241001-3132 in an amount not to exceed $1,367,871.
The Lake Weatherford Beach Project represents a significant investment in one of the City's most valued recreational destinations and will provide a much-needed transformation of the existing beach area. The project is designed to enhance the park's overall functionality, accessibility, and appeal while creating a more inviting space for residents and visitors to enjoy.
Improvements will include expanded parking, two sand volleyball courts, lighted walkways, new beach sand, two large pavilions, three smaller pavilions, a large retaining wall, and a new restroom facility. Together, these improvements will create a more complete recreational experience and provide additional opportunities for families, groups, and individuals to enjoy Lake Weatherford.
A key component of the project will be transitioning the beach to free public access, allowing the community to enjoy this amenity without an admission fee. The new pavilions will also be available for rental, providing opportunities for birthday parties, family gatherings, celebrations, and other special events for an additional fee.
The City is a member of The Interlocal Purchasing System (TIPS), a purchasing cooperative that competitively solicits and awards contracts to qualified vendors. Patcon Services, LLC is not itself an Awarded TIPS Vendor on Job Order Contract (JOC) #241001; however, TIPS permits an Awarded Vendor to assign its contractual rights to a non-awarded vendor through a formal, tri-party assignment process. TIPS has confirmed that Patcon Services, LLC has been awarded under such an assignment of JOC #241001, and the City may proceed with Patcon under the terms, conditions, and pricing of that contract.
Construction is scheduled to begin on September 30, 2026 with substantial completion at 140 days, February 17, 2027, and final completion at 160 days, March 9, 2027.
This project will significantly improve the quality and usability of the Lake Weatherford Beach area while creating a destination that residents can enjoy throughout the year. Staff believes the investment will provide lasting value to the community, enhance the City's recreational offerings, and create a welcoming public space that will bring enjoyment to generations of Weatherford residents and visitors.
FINANCIAL IMPACT
Funds for this project were appropriated in the FY26 budget and will be rolled over to FY27.
