SUBJECT:

Consider authorizing the City Manager to execute a Design Build Contract for Phase 2 Construction Services related to Fire Station 5 improvements in an amount not to exceed $8,280,000.

 


BACKGROUND/DISCUSSION

In September 2025, Public Works staff issued a Request for Qualifications (RFQ) for Design|Build Services for a new Fire Station 5 with 16 firms responding.  In accordance with the RFQ, the submittals were reviewed and evaluated by a six-person evaluation committee comprised of the Director of Public Works, Assistant Director of Public Works, Graduate Engineer, Fire Chief, Operations Chief, and Fire Marshal. Upon review of the Statement of Qualifications and follow up interviews, Grossman Design Build (GDB) was selected as the most qualified responsive firm for the project.

 

The Design|Build contract for the project was split into two phases: Phase I (Conceptual Price Range and Design) and Phase II (Guaranteed Maximum Price and Construction).  City Council approved Phase I efforts in March 2026 in an amount not to exceed $170,000; the executed contract attached.  Since that time, GDB has completed all design work for the fire station, training facility, and site into a complete set of civil and architectural plans.  A complete permit set has been submitted, reviewed, and approved, with the project now ready to commence construction. 

 

With the completion of Phase I, the Guaranteed Maximum Price (GMP) for construction effort has been established by Grossman Design Build in the final amount of $8,280,000. This GMP falls below the Phase I Conceptual Price Range of $8,335,500 - $8,500,000; savings to the project can be directly attributed to the efforts from Public Works Operational staff who coordinated the acquisition of 30,000 yards of fill from the Kirkpatrick Drive extension project. Contractors on the Kirkpatrick project delivered all materials in a 5 week span at no additional cost or delays to the project.  This GMP covers all efforts to have a fully functioning Fire Station, Training Facility, and separate ‘Burn Building’ for live on-site training activities.  It is important to note that per the Design|Build contract, the prior authorization of Phase I efforts does not obligate the City or City Council to proceed with Phase II, therefore, the GMP under consideration today must be approved by City Council prior to construction commencement.

 

The Phase II contract amount for construction of the project with Grossman Design Build is $8,280,000.00 with a substantial completion duration of 330 calendar days.  Upon substantial completion, Fire Station 5 will be considered move in ready for staff and equipment.  Final completion of the project will occur within 45 calendar days of substantial completion, allowing for minor items and miscellaneous work or adjustments. Staff requests authorization for the full GMP amount of $8,280,000. 

 

EXPECTED TIMELINE:

Phase II GMP Authorization - September 8th, 2026

Phase II Construction Commencement Date - September 28th, 2026

Substantial Completion - August 24th, 2027

Final Completion - October 2027



FINANCIAL IMPACT

Funding for this project was included in the 2025 Certificates of Obligation Bonds, issued in October 2025.


SUGGESTED ACTION

Staff recommends the City Council authorize the City Manager to execute a Design Build Contract with Grossman Design Build for Phase II Construction Services related to Fire Station 5 improvements, in an amount not to exceed $8,280,000.
