Discuss, consider, and act upon authorizing purchases from HPS, LLC (HydroPro Solutions), dba Master Meter, as a sole source provider for water metering infrastructure, in an amount not to exceed $150,000 for fiscal years 2025-2026 and 2026-2027 and authorizing the Town Manager to execute any related documents.
Staff recommends that the Town Council approve authorization for the Town to purchase water meters, metering equipment, components, and related materials from HPS, LLC (HydroPro Solutions), dba Master Meter, as the sole source provider for the Town's existing water metering infrastructure, in an amount not to exceed $150,000 for the fiscal years 2025-2026 and 2026-2027, and authorize the Town Manager or designee to execute the necessary purchase documents consistent with the approved authorization.
The Town of Sunnyvale utilizes water metering equipment and related infrastructure provided by HPS, LLC (HydroPro Solutions), dba Master Meter, to support the Town's water utility operations, including water consumption measurement, meter replacement, maintenance, and related metering infrastructure needs.
HydroPro Solutions is the sole source provider for the Town's existing water metering infrastructure. Purchasing compatible equipment and components through the existing provider is necessary to maintain consistency with the Town's current metering system, ensure compatibility with existing infrastructure, and support continuity of water utility operations.
The Public Works Department anticipates the need to purchase water meters, related metering equipment, components, and associated materials from HydroPro Solutions during the fiscal year. To provide the department with the ability to address routine meter replacement, maintenance, and infrastructure needs as they arise, staff recommends establishing an annual purchasing authorization with a not-to-exceed amount of $150,000.
The Town Charter requires Town Council approval for expenditures exceeding $50,000 in a fiscal year. Accordingly, Council authorization is requested for purchases from HPS, LLC (HydroPro Solutions), dba Master Meter, in an amount not to exceed $150,000 for the fiscal year.
Individual purchases will be made as needed and will remain subject to applicable Town purchasing procedures, budget availability, and required documentation supporting the sole-source procurement.
