APPROVAL of a Public Works Department contract between the City of Topeka and JEO Consulting Group, Inc., for professional engineering and design services in an amount not to exceed $213,420.

(Approval of the contract would allow the firm to provide professional engineering services to evaluate existing conditions, analyze roadway improvement alternatives, engage the public, and develop a recommended concept for S. Kansas Avenue from 10th Street to 17th Street.)

Action requires at least six (6) votes of the Governing Body.

Whether to approve the contract for professional services. Pursuant to Topeka Municipal Code (TMC) 3.30.010, all contracts for professional services that meet or exceed $50,000 require approval by the Governing Body.

Staff recommends the Governing Body approve the contract as part of the Consent Agenda.

On March 23, 2026, the City issued Request for Proposals (Bid Number 41) seeking qualified engineering firms to provide professional engineering services for the S. Kansas Avenue corridor from SW 10th Avenue through SW 17th Street. Services include field survey and data collection, evaluation of existing roadway and traffic conditions, public engagement, development and analysis of roadway improvement alternatives, and preparation of a recommended concept and final report. Proposals were received on April 21, 2026, and evaluated by City staff. Following the evaluation process, staff recommend entering into an agreement with the most qualified firm for this project, JEO Consulting Group, Inc., to provide the specified professional services.
