APPROVAL of a Public Works Department contract between the City of Topeka and Bartlett & West, Inc., for professional engineering and design services in an amount not to exceed $373,896.

(Approval of the contract would allow the firm to provide engineering design and construction documents for storm sewer and roadway improvements along SW 37th Street from Burlingame Road to Scapa Place.)

Action requires at least six (6) votes of the Governing Body.

Whether to approve the contract for professional services. Pursuant to Topeka Municipal Code (TMC) 3.30.010, all contracts for professional services that meet or exceed $50,000 require approval by the Governing Body.

Staff recommends the Governing Body approve the contract as part of the Consent Agenda.

On June 25, 2026, the City issued Request for Proposals (Bid Number 96) seeking qualified engineering firms to provide professional engineering services for the SW 37th Street, Burlingame to Scapa Roadway Improvements project. Services include roadway reconstruction and storm sewer design, field surveying, utility coordination, construction cost estimating, development of construction plans and bidding documents, traffic control planning, and engineering support during bidding and construction.

Proposals were received on July 30, 2026, and evaluated by City staff. Following the evaluation process, staff recommend entering into an agreement with the most qualified firm for this project, Bartlett & West, Inc., to provide the specified professional engineering services.
