APPROVAL of a Public Works design-build Contract between the City of Topeka and KBS Constructors, Inc. in an amount to be determined by mutual agreement between the City and Design-Build Team during both the preliminary estimate development and guaranteed maximum price development for design-build services.

(Approval of the contract will authorize the City Manager to sign and execute the contract for Design-Build services for the design and upgrade to HVAC and mechanical systems at the Law Enforcement Center. Total project budget approved in the 2026-2035 Adopted Capital Improvement Plan totals $2,000,000.)

Action requires at least six (6) votes of the Governing Body.

Whether to approve the contract for professional services. Pursuant to Topeka Municipal Code (TMC) 3.30.010, all contracts for professional services that meet or exceed $50,000 require approval by the Governing Body.

Staff recommends the Governing Body approve the contract as part of the Consent Agenda.

On April 28, 2026 the City issued Request for Proposals (Bid Number 68) seeking qualified design-build teams to provide professional design and construction services for renovations and building system upgrades at the Topeka Law Enforcement Center. Portions of the building's mechanical and building systems have reached the end of their useful life and have experience reoccurring failures. 

Proposals were received on May 28, 2026, and evaluated by Public Works staff. Following the evaluation process, staff recommend entering into an agreement with the most qualified design-build team for this project, KBS Constructors, Inc. to provide the specified design-build services.
