APPROVAL of a Municipal Court contract between the City of Topeka and Collazo Law Office, P.A. for court appointed counsel services.

(Approval of the contract would allow the contractor to provide court-appointed legal representation for indigent defendants in Topeka Municipal Court for an amount not to exceed $300,000.00 for one year of contracted services.)

Action requires at least six (6) votes of the Governing Body.

Whether to approve the contract for professional services. Pursuant to Topeka Municipal Code (TMC) 3.30.010, all contracts for professional services that meet or exceed $50,000 require approval by the Governing Body.

Staff recommends the Governing Body approve the contract as part of the Consent Agenda.

On July 15, 2026, the City issued Request for Proposals (Bid Number 99) seeking qualified firms or individuals to provide indigent defense services representing persons charged with criminal offenses in City of Topeka Municipal Court. Services include, but are not limited to, all necessary court appearances, contacts, filings, research, documentation, etc. concerning certain misdemeanors, serious traffic offenses, cases of driving under the influence (DUI) and domestic violence where there has been a determination of indigence by a Municipal Court Judge.

Proposals were received on August 14, 2026, and evaluated by Municipal Court staff. Following the evaluation process, staff recommend entering into an agreement with the most qualified firm for these services, Collazo Law Office, P.A.
