APPROVAL of a Public Works Department contract between the City of Topeka and Alfred Benesch & Company. for professional engineering and design services in an amount not to exceed $85,300.

(Approval of the contract would allow the firm to provide a pre-construction traffic study and concept development for roadway, pedestrian and City owned utility systems on SE Quincy St from 10th St to 11th St.)

Action requires at least six (6) votes of the Governing Body.

Whether to approve the contract for professional services. Pursuant to Topeka Municipal Code (TMC) 3.30.010, all contracts for professional services that meet or exceed $50,000 require approval by the Governing Body.

Staff recommends the Governing Body approve the contract as part of the Consent Agenda.

On April 23, 2026, the City issued Request for Proposals (Bid Number 61) seeking qualified engineering firms to provide professional engineering services for the SE Quincy St, 10th to 11th Road Diet Engineer Plans project. Services include development of a conceptual plan evaluating pavement and other public infrastructure improvements along the project corridor, including lane configuration, Complete Streets elements, traffic control, street lighting, landscaping, and City-owned utilities. Proposals were received on June 20, 2026, and evaluated by City staff. Following the evaluation process, staff recommend entering into an agreement with the most qualified firm for this project, Alfred Benesch & Company, to provide the specified professional services.
