DEVELOPMENT AGREEMENT between Sunflower Sports Association, Inc. and the City of Topeka for the Transient Guest Tax funded project titled Artificial Turf and ADA Accessible Concrete Pathway on Field 4 at the Sunflower Sports Complex. (Transient Guest Tax Committee recommended approval on August 14, 2026, 3-0-0)

 

Voting Requirement: Action requires at least six (6) votes of the Governing Body.

 

(Approval would authorize the City Manager to execute the Development Agreement for an amount not to exceed nine hundred thirteen thousand five hundred dollars ($913,500.00) from the Transient Guest Tax fund for the project as defined in the Agreement.)

POLICY ISSUE:

Whether to approve the development agreement for the use of TGT funds for the Artificial Turf and ADA Accessible Concrete Pathway on Field 4 at the Sunflower Sports Complex.

STAFF RECOMMENDATION:

Staff recommends that the Governing Body approve the development agreement.

BACKGROUND:

Sunflower Sports Association has presented the TGT Committee with a request for $913,500 from the TGT fund for Field 4 Artificial Turf & ADA Accessible Concrete Pathway. The Transient Guest Tax Committee met on August 14, 2026, reviewed and recommended approval of the request.
 
If approved, the City will allocate $913,500 to provide funding for Field 4 Artificial Turf & ADA-Accessible Concrete Pathway as planned and developed by Sunflower Sports Association subject to the terms and conditions contained in the adopted resolution and the executed development agreement. Funds will be allocated annually. Commitments will begin in fiscal year 2026 with the initial release of approximately $487,872 of TGT Funds with the remaining funds distributed through quarterly payments until the total funding cap of $913,500 is met.
