APPROVAL of a Human Resources contract between the City of Topeka and Kansas Personnel Services DBA Key Staffing for temporary employment services to include clerical, general, skilled labor, and professional positions.

(Approval of the contract would allow the contractor to provide temporary staffing services on an as-needed basis)

Action requires at least six (6) votes of the Governing Body.

Whether to approve the contract for professional services. Pursuant to Topeka Municipal Code (TMC) 3.30.010, all contracts for professional services that meet or exceed $50,000 require approval by the Governing Body.

Staff recommends the Governing Body approve the contract as part of the Consent Agenda.

On May 15, 2026 the City issued Request for Proposals (Bid Number 79) seeking qualified firms to provide temporary employment services on an as-needed basis for various City departments, including office/clerical, general labor/light maintenance, and skilled labor positions. 

Proposals were received on June 17, 2026, and evaluated by Human Resources staff. Following the evaluation process, staff recommend entering into an agreement with the most qualified firm for these services, Kansas Personnel Services DBA Key Staffing.

This is a budgeted item from the City of Topeka. Full Financial implication will be based on the number of temporary staffing placed at the City and the rate of pay for each placement.

All professional services will be charged back to the delegated projects for services the consultant is requested to provide.
