DISCUSSION regarding ballot initiatives for multiple sales tax proposals and City auditor to be presented to voters in the first quarter of 2027.

(Staff is seeking guidance from the Governing Body on potential sales tax initiatives and City Auditor. Discussions are scheduled on October 6, 2026, and October 13, 2026, with anticipated action on October 20, 2026.)

VOTING REQUIREMENTS:

Discussion only. Action requires at least six (6) votes of the Governing Body.

POLICY ISSUE:

Whether the Governing Body should consider ballot initiatives for multiple sales tax proposals and City Auditor to be presented to voters in the first quarter of 2027.

STAFF RECOMMENDATION:

Discussion only. Action requires at least six (6) votes of the Governing Body.

BACKGROUND:

Sales tax is one option available to the City to generate additional revenue. Any new or renewed sales tax would require approval by the Governing Body before being placed on the ballot and would ultimately require voter approval. Charter Ordinance language also would need voted on to allow the Governing Body to oversee a City Auditor.

BUDGETARY IMPACT:

Increasing Revenue within the General Fund, establishing a New Housing Fund, and renewing the existing Citywide Half-Cent Sales Tax for streets. Cost of City Auditor position.
