TITLE:

TR14429 - A Resolution of the City Commission of the City of Tamarac, Florida, ratifying the submission of the McNab Road Bikeway Improvements Project as the City’s revised TAMA-008 municipal capital project; accepting up to $4.5 million in Transportation Surtax grant funding for planning, design, and construction of the project; approving the surtax funding agreement with Broward County providing $135,000 for the initial planning phase, attached hereto as Exhibit “A”; authorizing the City Manager or designee to execute the surtax funding agreement and subsequent cover sheets and related documents necessary to receive the full award and complete the project, subject to legal review; providing for conflicts; providing for severability; and providing for an effective date.

RECOMMENDATION:

The Grants and Governmental Affairs Manager recommends that the City Commission ratify submission of the McNab Road Bikeway Improvements Project as the City’s revised TAMA-008 Municipal Capital Project; accept up to $4.5 million in Transportation Surtax grant funding for Planning, Design, and Construction of the Project; and authorize the City Manager or designee to execute the Surtax Funding Agreement to access the $135,000 for the initial Planning Phase, and to execute subsequent Cover Sheets and related documents to receive the balance of the award for the Design and Construction phases at its September 9, 2026 meeting.

BACKGROUND:

Broward County voters approved the Transportation Surtax in November 2018 to fund eligible transportation improvements throughout Broward County. Municipal Capital Projects (“MCP”) may receive surtax funding for Planning, Design, and Construction. The process to receive these funds includes project application, evaluation and ranking, eligibility review, funding approval, award, submission of required project documents, execution of a funding agreement, and project implementation.

TAMA-008 is the City of Tamarac’s Cycle 1 MCP for which MAP Broward awarded the City up to $4.5 million in FY2020 Transportation Surtax grant funding. The $4.5 million award is allocated in phases, with $135,000 for Planning, $540,000 for Design, and $3,825,000 for Construction.

The originally submitted TAMA-008 project proposed extending Tamarac's bike path system along Pine Island Road to connect areas of the City to the Countywide system. However, when the City could no longer move forward with the Pine Island Road bikeway project because of a conflicting Broward County project within the same area, the City had to identify another eligible project in 2026 to keep the $4.5 million grant or lose it. According to MAP Broward, the substituted TAMA-008 project had to satisfy the purpose and scope of the originally submitted Pine Island Road bikeway project.

Using the City's adopted MOVE Tamarac Multimodal Transportation Connectivity Master Plan (“MOVE Tamarac”), staff identified and submitted the McNab Road Complete Street Project, referred to in the submission as the McNab Road Bikeway Improvements Project, for approval as the substitute. This McNab Project is consistent with the bicycle and pedestrian safety, mobility, and connectivity objectives of the originally submitted TAMA-008 Pine Island Road bikeway project.

As provided in the attached relevant portions of MOVE Tamarac, the McNab Road Bikeway Improvements Project proposes sidewalk-level bicycle lanes or shared-use paths, signalized midblock crossings, improved lighting, transit enhancements to the local shuttle route, signal operation improvements, green infrastructure, and related multimodal improvements along McNab Road from NW 108th Terrace to NW 67th Avenue. However, the exact design, configuration, and specific improvements will be evaluated and refined through the Planning and Design phases. As detailed in the attached Planning Phase documents, the Planning Phase will evaluate existing conditions along the identified McNab Road corridor, assess bicycle and pedestrian safety and connectivity needs, develop improvement options, and prepare conceptual layouts, recommendations, and planning-level cost estimates necessary to advance the project.

MAP Broward reviewed the Planning Phase documents submitted by the City for the McNab Road Bikeway Improvements Project and approved the Project as an appropriate substitution for TAMA-008. This approval allows the City to proceed with execution of the Surtax Funding Agreement and keep its TAMA-008 award.

The Surtax Funding Agreement (“Agreement”), attached to the Temporary Resolution as Exhibit A, consists of the Cycle 1 Project Cover Sheet – Surtax Funding Agreement (SFA) for City of Tamarac and the attached Standard Terms and Conditions, which together operate as the SFA between Broward County and the City. The Agreement identifies TAMA-008 as the McNab Road Bikeway Improvements Project, provides a Maximum Funding Amount of $135,000 for the Planning Phase, and provides that subsequent Design and Construction phases will be subject to additional Cover Sheets.

The City’s execution of the Agreement will place the City under contract with Broward County, allowing Tamarac to receive the initial $135,000 funding advance and begin implementation of the Planning Phase of the McNab Road Bikeway Improvements Project. In accordance with the Agreement, as the Project advances to the subsequent Design and Construction phases, the City will execute additional Cover Sheets to access the TAMA-008 Surtax funds allocated to those phases.

ISSUE:

In order for the City to receive the Transportation Surtax award, City Commission action is now requested to ratify the project submission, approve the Surtax Funding Agreement for the Planning Phase, and authorize the City Manager or designee to execute the Agreement, subsequent Cover Sheets, and any related documents.
