CONSENT AGENDA
TR14426 - A Resolution of the City Commission of the City of Tamarac, Florida, amending the City of Tamarac List of Charitable Entities by adding “The Educational Academy Mentorship” and “Live Like Tom Foundation” to the list of charitable entities with which the City of Tamarac recognizes a formally approved relationship, attached hereto as Exhibit “A,” for the express purpose of compliance with Section 1-19(c)(5)(a)(4) of the Broward County Code of Ordinances; providing for conflicts; providing for severability; and providing for an effective date.
The Director of Financial Services recommends that TR#14426, amending the list of charitable entities with which the City of Tamarac recognizes a sponsorship or co-sponsorship relationship, be placed on the August 26, 2026, Consent Agenda for approval by the City Commission.
The City of Tamarac has a rich history of sponsoring charitable organizations within the community. On October 11, 2011, the Board of County Commissioners of Broward County, Florida, adopted Ordinance No. 2011-19 (the “Code of Ethics”), which implemented a Code of Ethics for elected municipal officials.
The Code of Ethics establishes certain conditions and disclosure obligations on elected officials who engage in fundraising on behalf of charitable organizations. Specifically, Section 1-19(c)(5)(a)(4) of the Code of Ethics provides that the additional obligations shall not apply to an elected official who raises funds for those charities and events which are sponsored by the elected official’s municipality.
Since May 9, 2012, the City Commission, through Resolution No. R-2012-61, adopted its first list of entities with which the City has sponsorship relationships. In subsequent years, sometimes multiple times in the same year, the Commission has amended that list to include additional charitable entities with whom the City of Tamarac recognizes a sponsorship or co-sponsorship relationship.
On July 8, 2026, through Resolution No. R-2026-045, the City Commission amended the list, adding to the charitable entities with whom the City of Tamarac recognizes a sponsorship or co-sponsorship relationship.
The City Commission has reviewed the existing list of charitable entities approved as part of Resolution No. R-2026-045 and has reviewed the addition to the list of charitable entities as follows:
Additions:
- The Educational Academy Mentorship – Commissioner Krystal Patterson
- Live Like Tom Foundation – Mayor Michelle Gomez
The updated list of charitable organizations is attached as Exhibit “A.”
City staff has verified that “The Educational Academy Mentorship” and “Live Like Tom Foundation” are 501(c)(3) charitable organizations. Supporting documentation from the Internal Revenue Service is attached as Exhibit “B.” In addition, City staff reviewed the organizations’ registration status through the Florida Department of Agriculture and Consumer Services (FDACS) Check-A-Charity tool. Live Like Tom Foundation is registered with FDACS pursuant to the Florida Solicitation of Contributions Act, and supporting documentation confirming its registration is attached as Exhibit “C.” The Educational Academy Mentorship does not appear as a registered organization in the FDACS Check-A-Charity database because, as a bona fide educational institution, it is not subject to the registration requirements of the Florida Solicitation of Contributions Act pursuant to Section 496.403, Florida Statutes.
Staff received requests from Commissioner Krystal Patterson and Mayor Michelle Gomez, as indicated below, to amend the list of charitable entities that are recognized as having a sponsorship or co-sponsorship relationship by the City of Tamarac.
