REGULAR AGENDA
TR14428 - A Resolution of the City Commission of the City of Tamarac, Florida, approving a First Amendment to the Law Enforcement Service Agreement between the City of Tamarac and Gregory Tony, Ph.D., as Sheriff of Broward County, attached hereto as Exhibit "A", to add school zone speed detection system enforcement services and to revise the staffing structure by removing six (6) Community Service Aide positions and adding two (2) Sergeant positions; approving a total contract value of $26,648,754 for Fiscal Year 2026–2027; authorizing the appropriate City officials to execute the First Amendment; providing for conflicts; providing for severability; and providing for an effective date.
The City Manager recommends that the City Commission approve and authorize the execution of the First Amendment to the Law Enforcement Service Agreement between the City of Tamarac and Gregory Tony, Ph.D., as Sheriff of Broward County. The First Amendment authorizes the Broward Sheriff’s Office (“BSO”) to perform enforcement duties associated with the City’s school zone speed detection system and revises the staffing structure by removing six (6) Community Service Aide positions and adding two (2) Sergeant positions.
The revised Exhibit “A,” Special Terms and Conditions, also establishes the Fiscal Year 2026 to 2027 consideration in the amount of $26,648,754.
The City of Tamarac currently contracts for police services with the Broward Sheriff’s Office (“BSO”). Through TR#14353, the City entered into a Police Services Agreement with BSO for a five (5) year term, commencing October 1, 2025, through September 30, 2030, with one (1), five (5) year renewal option upon mutual agreement of the City and BSO.
As part of the City’s continued efforts to enhance traffic safety in school zones, the City has implemented a school zone speed detection system. The program requires law enforcement review of potential violations captured by the system before the issuance of citations.
Under the proposed First Amendment, BSO will undertake responsibility for reviewing violations captured by the City’s school zone speed detection system and issuing appropriate citations for unlawful speed violations. BSO will utilize existing staff to perform the duties of the traffic infraction enforcement officer pursuant to Section 316.640, Florida Statutes.
The First Amendment also revises the staffing complement by removing six (6) Community Service Aide positions and adding two (2) Sergeant positions. The revised Exhibit “A” provides for the following staffing structure:
Position Count
District Chief / Captain 1
Lieutenants 2
Uniformed Deputy Sheriffs 56
Uniformed Patrol Sergeants 8
Motorcycle Sergeant 1
Motorcycle Deputies 4
Traffic Deputy 1
School Resource Deputies 3
Criminal Investigation Sergeant 1
Criminal Investigation Detectives 6
Crime Suppression Team Sergeant 1
Crime Suppression Team Detectives 4
NST / Crime Prevention 6

Administrative Specialist II 1
Administrative Support Specialist 1

Total 106
The City and BSO entered into a new Law Enforcement Service Agreement effective October 1, 2025 for the continued provision of law enforcement services within the City.
The proposed First Amendment is necessary to incorporate BSO’s responsibilities related to the City’s school zone speed detection system and to revise the staffing complement to reflect current operational needs.
