The Fire Chief and Financial Services Director recommend that the City Commission approve the purchase of one (1) Pierce Enforcer 107-foot Ascendant Quint Aerial Ladder Fire Truck from Ten-8 Fire & Safety, LLC, for a total cost not to exceed $1,899,752.00, utilizing competitive procurement method and current Agreement available for cooperative purchases at the time of purchase including the Agreement awarded by Sourcewell Contract #082025-PMI, Specification A111.
Ten-8 Fire & Safety, LLC has been authorized to transact under Sourcewell Contract #082025-PMI, Specification A111; Proposal #1239 is attached hereto as Exhibit 1 as well as the supporting Sourcewell Contract Agreement, attached hereto as Exhibit 2.
This purchase supports the City’s apparatus replacement program by replacing the 2015 E-One Typhoon HP78 (Q371), enhancing aerial reach to address the community’s evolving building heights and setbacks, and advancing fleet standardization to improve operational consistency, training, and maintenance. Given the estimated manufacturing and delivery timeline of 38–41 months, approval is necessary to ensure delivery in FY2030.
Fire Rescue Equipment, due to its heavy use and critical need for safety and reliability, requires timely vehicle replacement. The purchase of a new Pierce Enforcer 107-foot Ascendant Quint Aerial Ladder Fire Truck is a replacement for a 2015 E-One Typhoon HP78 Aerial Ladder Fire Truck (Q371) that is nearing the end of its recommended time as a front-line unit and is included in the City of Tamarac Fire Rescue Capital Budget Vehicle Replacement plan.
The timeframe from purchase order to manufacture and delivery is approximately 38-41 months. Therefore, it is essential to authorize and approve the purchase order for the replacement vehicle.
After delivery of the new vehicle, Tamarac Fire Rescue Department plans to rotate the 2015 E-One Typhoon HP78 Aerial Ladder Fire Truck (Q371) from front-line daily service status to reserved status.
In order to expedite the purchase of the unit, the Tamarac Fire Rescue Department would propose we utilize competitive procurement methods and current Agreement available for cooperative purchases at the time of purchase including Agreement awarded by Sourcewell Contract #082025-PMI, Specification A111, attached hereto as Exhibit 2.
City of Tamarac Code §6-148 allows the Purchasing Officer the authority to waive purchasing procedures and purchase vehicles which is the subject of contracts with other governmental agencies.
Justification:
Ladder height: the ladder truck that we are recommending for purchase is to meet the needs of a growing community. Due to changes in City Land Development Code 10-2.2 and 10-2.3, Maximum building heights in the city have been increased to 70' in height. The City Commission also has the ability to waive height restrictions in the future to allow taller construction. There have been three recently proposed buildings in the City that are 6, 8, and 12 stories in height. With the proposed increased height of buildings and larger green spaces around buildings that provide a longer setback, a larger ladder truck would be needed to reach the upper floors and/or roof in an emergency. We must anticipate the needs of the Fire Department over the next decade as we are not scheduled to purchase another Aerial apparatus for replacement until FY2036.
Fleet Standardization: the Pierce Enforcer 107-foot Ascendant Quint Aerial Ladder Fire Truck that we are recommending is built on the same platform and chassis as the 2024 Pierce 75' ladder truck that we currently operate which would help with Fleet Standardization. A standardized fleet helps with Emergency Operations, Training, and fleet maintenance. During Emergency Operations, it is important for all of our units to have nearly identical locations and types of equipment. When on scene of an emergency, each Firefighter must know where certain equipment is located on a truck. Having all our trucks set up in a similar fashion helps with those decisions during stressful times. Training becomes easier when teaching our new recruits as well as our existing members on the location of equipment and how to operate the apparatus with familiar layouts. The driving, pumping, and aerial ladder positioning can be very different between manufacturers. Fleet standardization also helps our fleet department in keeping in stock parts that can be used on multiple types of vehicles. Filters, batteries, fluids, wiring, and hoses can be very specific to each manufacturer. Keeping one single manufacturer helps to reduce the number of parts needed in stock and reduces the lead time for parts/ equipment.
Multi-role apparatus: the proposed aerial truck that we are recommending is a multi-purpose Quint which means that it not only functions as a ladder truck but has the same functions as an Engine Company. The five (5) aspects of this truck that make it considered a Quint: fire pump, water tank, fire hose, full complement of ground ladders, and an Aerial ladder with waterway device.
EPA Changes: all manufacturers of fire apparatus are required to conform to the new 2027 EPA Emission standards. These standards reduce the harmful air pollutants that are in the engine emissions. The change in standards required that a new type of motor be installed in this fire truck, which increased the price by $40,000. The X10 engine has significant changes in electrical systems, structural design, and complex emissions aftertreatment. The total cost of ownership is lower with estimated 4% savings in fuel usage and filter designs that lower the need for replacement.
Service Center: TEN8 in Pompano Beach is the Service Center that we bring our trucks to for issues that cannot be fixed at our own fleet department or for warranty issues. The department has been very satisfied with the service that we have been getting at TEN8 Pompano over the last five years. In addition to the service center, they also have mobile mechanics that can come out to our Fleet Department to investigate issues, provide software updates, and advise on repairs needed. This helps to reduce the downtime of units that need repairs.
Recommendation:
The Fire Chief and Financial Services Director recommend the purchase of one (1) Pierce Enforcer 107-foot Ascendant Quint Aerial Ladder Fire Truck from Ten-8 Fire & Safety LLC at a cost not to exceed $1,899,752.00. Ten-8 Fire & Safety LLC’s Proposal #1239 is attached hereto as Exhibit 1.
The price is based on Sourcewell Contract #082025-PMI Specification A111 attached hereto as Exhibit 2 which is a cooperative purchasing program authorized under law that allows participating government entities to purchase goods and services under pre-negotiated master agreements.
City Commission’s authorization is capped at $1,899,752.00. Ten-8’s proposal allows for potential chassis and inflation-related price adjustments, so any increase above the Commission-approved amount should require additional City Commission approval before acceptance.
This purchase is consistent with the City’s apparatus replacement program and will help maintain the safety, reliability, and operational readiness of Tamarac Fire Rescue’s emergency response fleet. The proposed apparatus will replace the 2015 E-One Typhoon HP78 (Q371) and provide increased aerial reach to address the community’s evolving development and emergency response needs. A price increase of 1.2%–1.5% is scheduled to take effect on November 1, 2026; however, the City’s current price quote remains valid for 90 days from its issuance date of September 11, 2026. Approval and issuance of the purchase order within that quotation period will secure the quoted price of $1,899,752.00 and the estimated timeframe of 38–41-month manufacturing and delivery time in FY2030.
