Background

On July 20, 2026, City Council approved an Inducement Resolution for the Seventh Street Commons TIF District. The purpose of the Inducement Resolution is to express the City's intent to establish a TIF district. Subsequently, the City Council approved a contract with TIF consultants SB Friedman to assist with the establishment of a TIF district for the Seventh Street Commons. SB Friedman has created the Seventh Street Commons Tax Increment Financing Redevelopment Plan and Project. The Seventh Street Commons Redevelopment Plan and Project document was filed with the City Clerk's Office on October 8 and is available on the City's website for public viewing.

Resolution
Pursuant to the Tax Increment Allocation Redevelopment Act, the City of St. Charles is required to approve a resolution setting a date and time for a Joint Review Board to convene and review the Seventh Street Commons Redevelopment Plan and Project. Additionally, the City needs to establish a date and time for a public hearing. The purpose is to allow comments from any interested persons or entities regarding the proposed approval of the amendment. The proposed resolution sets both the convening of the joint review board and public hearing dates as follows:

Joint Review Board: November 10, 4:00pm, at St. Charles City Hall
Public Hearing: December 7, 7:00pm, at St. Charles City Hall
