CONSIDERATION OF APPROVAL OF THE MEASURE R FUNDING AGREEMENT WITH LA METRO FOR THE NORTH SOUTH CORRIDOR INTELLIGENT TRANSPORTATION SYSTEMS DEPLOYMENT FOR THE FAIR OAKS AVENUE PROJECT RABA01-5071 (024) AND ADOPTION OF RESOLUTION NO. 8032 AMENDING THE FISCAL YEAR 2026-2027 CAPITAL IMPROVEMENT PROGRAM BUDGET APPROPRIATING $10,000,000 TO THE PROJECT BUDGET
It is recommended that the City Council:
- Approve a Measure R Funding Agreement with LA Metro for the North South Intelligent Transportation Systems Deployment on Fair Oaks Avenue Project (Attachment No. 1); and
- Authorize the City Manager to sign the Measure R Funding Agreement with LA Metro for the North South Intelligent Transportation Systems Deployment on Fair Oaks Avenue Project; and
- Adopt Resolution No. 8032 (Attachment No. 2) amending the Fiscal Year 2026-2027 Capital Improvement Program budget to appropriate $10,000,000 to the Project budget.
The North South Intelligent Transportation Systems Deployment on Fair Oaks Avenue Project (Project) obligates $9.34 million in Federal Highway Administration (FHWA) Rogan Funds to improve traffic flow and reduce congestion along Fair Oaks Avenue between Huntington Drive and Columbia Street. The Project is now 100% designed, with final Caltrans approval pending before the Project can be advertised for construction.
The total Project cost is estimated at approximately $13.9 million, including $11.8 million for construction, $1.3 million for design, and $800,000 for construction management and inspection. Because the federal Rogan Funds expire on June 30, 2027, while construction is anticipated to extend into Fall 2027, staff will continue working with LA Metro to seek an extension of the federal funding deadline to accommodate the Project’s construction schedule. Measure R funds will be available to address any funding gap and to accommodate potential variances in the final construction cost. It is not expected that the full $10M will be utilized and we will work with LA Metro to reallocate the funds to other projects.
On August 12, 2004, the City of South Pasadena received $9,343,000 in Federal Highway Administration (FHWA) Rogan Funds (Bill No. HR 5394) for the construction of the SR-110 ramp. The project was not implemented because of right-of-way constraints and lack of technical studies and data.
In November 2019, FHWA and California Department of Transportation (Caltrans) informed staff of the Rogan funds lapsing at the end of 2019, unless the construction of the project proceeded immediately. To save the funds from lapsing, staff, in coordination with FHWA, revised the scope of the project to reduce vehicular congestion and improve traffic flow along Fair Oaks Avenue between Huntington Drive and Columbia Street. Staff have continued to work with FHWA and Caltrans and have been able to extend the lapse date of the Project’s funds (Cooperative Work Agreement) to June 30, 2027.
On March 11, 2021, the City received proposals for environmental and engineering design services and KOA was awarded a Professional Services Agreement for Engineering Design Services for the Project on August 18, 2021.
On July 16, 2025, City Council approved a Professional Services Agreement (PSA) with Iteris Inc. to provide traffic engineering and ITS support services to support the Project in the amount of $73,787. Under this PSA, Iteris, Inc. has been working with KOA on the design and plan review of the ITS elements of this Project, in addition, Iteris Inc. submitted a proposal in 2021 demonstrating its qualifications and ability to complete the ITS design.
On March 4, 2026, City Council approved an amendment to the PSA with Iteris, Inc. to complete the design plans for the Project.
The project plans are now 100% complete, and staff is awaiting final approval from Caltrans to begin the advertisement phase.
The federal Rogan funds allocated to this Project are $9,343,563, with a local cost share requirement of $1,210,557. The total Project cost is estimated at roughly $14M.
| Tasks | Amount |
| Design | $1,300,000 |
| Construction Management/Inspection | $800,000 |
| Construction (Estimate's Estimate) | $11,800,000 |
| Total: | $13,900,000 |
In addition, the federal Rogan funds are set to expire on June 30, 2027. With construction expected to begin in early 2027 and complete by Fall of 2027, staff will continue working with LA Metro to seek an extension of the federal funding deadline to accommodate the Project’s construction schedule.
Measure R funds will be available to address any funding gap and to accommodate potential variances in the final construction cost. Accordingly, staff is requesting approval of the Measure R funding agreement with LA Metro. It is not expected that the full $10M will be utilized and we will work with LA Metro to reallocate the funds to other projects.
With approval of the Measure R Funding Agreement, the North South Corridor Intelligent Transportation Systems (ITS) Deployment Project would include the following funding sources:
| Funding | Budget |
| North-South Corridor ITS Deployment Fund (108-9010-9161-8170-000) | $249,357 |
