Recommendation

It is recommended that the City Council:

  1. Approve Amendment No. 1 (Attachment 1) to the Professional Services Agreement with W.G. Zimmerman Engineering, Inc. for Fiscal Year (FY) 2026-2027 engineering services, increasing the contract from $29,000 to a new total not-to-exceed amount of $150,000.
  2. Authorize the City Manager to execute the amendment and all related documents.

Executive Summary

Staff recommends approval of an amendment to the Professional Services Agreement with W.G. Zimmerman Engineering, Inc. (WGZE) for FY 2026-2027 engineering services. The proposed amendment would increase the agreement from $29,000 to a new total not-to-exceed amount of $150,000.

WGZE currently provides general engineering, traffic engineering, and plan review services for the Public Works Department. The additional contract authority is needed to support the anticipated level of engineering assistance required through June 30, 2027, including ongoing technical reviews, project coordination, land development review, and other assignments authorized by the Director of Public Works.

Background

On August 4, 2026, the City entered into a Professional Services Agreement (Attachment No. 2) with WGZE for FY 2026-2027 engineering services in a not-to-exceed amount of $29,000. The agreement commenced on August 4, 2026, and expires on June 30, 2027. The agreement authorizes WGZE to provide general engineering services as directed, traffic engineering services as required, and plan review services as required.

WGZE’s services supplement the City’s existing engineering resources and are assigned on an as-needed basis by the Director of Public Works. Since the agreement was executed, the Department has continued to identify assignments requiring technical review and professional engineering assistance. Based on the anticipated workload for the remainder of FY 2026-2027, the existing contract amount is not sufficient to support the level of service expected through the end of the agreement term.

Analysis

The Public Works Department is responsible for managing a broad range of engineering, transportation, permitting, infrastructure, and capital improvement activities. These responsibilities require timely technical review and coordination while existing City engineering staff continue managing active projects and day-to-day operational demands. The proposed amendment would provide additional contract capacity for WGZE to continue performing general engineering, traffic engineering, and plan review services.

Continuing to use WGZE is beneficial because its assigned staff are familiar with the City’s engineering standards, review procedures, departmental workflows, and active assignments. This familiarity allows the consultant to respond to new assignments efficiently and reduces the staff time that would otherwise be required to orient a new consultant to the City’s procedures and pending work.

The requested increase was developed based on the anticipated professional engineering support needed through June 30, 2027, using the hourly rates established in the existing agreement. Approval of the amendment will allow the Department to assign work as needed while maintaining control over individual assignments, consultant expenditures, and the overall contract limit.

Without additional contract authority, the Department may need to defer engineering assignments. This could affect the timing of plan reviews, traffic engineering requests, project coordination, and other technical services required during the remainder of the fiscal year.

Fiscal Impact

Approval of Amendment No. 1 would increase the agreement from $29,000 to a new total not-to-exceed amount of $150,000.

Adequate funding for the amendment is available in the FY 2026-2027 budget and will be funded from the following account:
