Recommendation

It is recommended that the City Council:

  1. Accept the Library Northeast Ramp Lighting Project (Project No. 5149) as complete; and
  2. Authorize the recordation of the Notice of Completion (NOC) (Attachment No. 1) with the Los Angeles County Registrar-Recorder/County Clerk; and
  3. Authorize release of retention payment to Ramco General Engineering Contractors, Inc. (Contractor) in the amount of $4,167.35.

Executive Summary

This item requests approval to close out the completed Library Northeast Ramp Lighting Project (Project). Accepting a public works project and recording a Notice of Completion (NOC) with the Los Angeles County Registrar-Recorder/County Clerk marks the formal transition from construction to the closeout phase and provides for the completion of the remaining administrative requirements. By officially accepting the Project, the City Council acknowledges that the work has been performed in accordance with the contract documents and establishes the start of any applicable warranty periods.

Background

On April 15, 2026, the City Council awarded a construction contract to Ramco General Engineering Contractors, Inc. (Contractor) in an amount not to exceed $91,885.00 for the Library Northeast Ramp Lighting Project.

The completed Project provides pathway lighting bollards, new ADA compliant handrails with integrated lighting, and enhanced site drainage improving the facility's suitability for use during evening events, safety, and drainage.

Analysis

The City owns and operates the Library and Community Room as a community resource and gathering space for public meetings, private events, and other programming. Prior to this Project, the ramp servicing the community room lacked Americans with Disabilities Act (ADA) compliant handrailing, sufficient lighting, and proper drainage.

The Project work consisted of furnishing all materials, equipment, tools, labor, and incidentals required to complete the improvements, which included new handrails, lighting, building exterior wall waterproofing, and the construction of a concrete drainage swale.

Staff has verified that the installed improvements are fully operational and that the Project has been completed in accordance with the approved scope of work, plans, and specifications. No outstanding contract items remain.

Acceptance of the Project by the City Council will authorize staff to proceed with the project closeout process, including recordation of the NOC with the Los Angeles County Registrar-Recorder/County Clerk. Recording the NOC formally establishes completion of the Project and begins the applicable statutory period for potential lien claims. Upon expiration of the applicable statutory period, the Project will be administratively closed, subject to any applicable warranty obligations under the agreement.

Staff recommends that the City Council accept the Library Northeast Ramp Lighting Project as complete, authorize the recordation of the Notice of Completion, and approve the release of retention payment to Contractor in the amount of $4,167.35.

Fiscal Impact

The construction contract was awarded to Ramco General Engineering Contractors, Inc. for a not-to-exceed amount of $91,885.00 (which included a base bid of $79,900.00 and a 15% contingency of $11,985.00). The Project was completed within the approved project budget using funds appropriated in Fund 105 for FY 2025-2026 under the Library Northeast Ramp CIP Project (No. 5149), utilizing Project Account No. 105-9004-9322-8170-000.

Approval of the recommended actions will complete the administrative closeout of the Project and will have no additional fiscal impact.
