Executive Summary

The City’s Fiscal Year 2026-2027 Capital Improvement Program includes the annual slurry seal program. This item proposes the approval of a construction contract to initiate FY26-27 Residential Slurry Seal project which will provide roadway maintenance to residential streets on Grand Avenue north of Mission Street and adjacent side streets as shown on the Project Map (Attachment No. 3).

Background

On July 20, 2026, a Professional Service Agreement was issued to Alta Planning + Design for the development of plans for striping and signage for the FY26-27 Residential Slurry Seal Project. Final plans, specifications, and estimate were submitted to the City on August 31, 2026.

Analysis

The City’s Annual Slurry Seal Program is a preventative maintenance program designed to extend the useful life of City streets and reduce the need for more costly pavement repairs in the future. Streets are selected using Pavement Condition Index (PCI) data, with slurry seal applied to streets that remain structurally sound but are beginning to show signs of surface wear and deterioration.

The Project consists of asphalt concrete removal and replacement, crack sealing, slurry sealing, thermoplastic traffic striping, markings, legends, installation of retroreflective pavement markers, traffic & pedestrian control, construction surveying and monument restoration, stormwater compliance and all appurtenant work thereto necessary for the proper construction of the slurry seal preventative maintenance improvements along Grand Avenue and select side streets north of Mission Street.

Procurement Process

South Pasadena Municipal Code (SPMC) Chapter 2 Administration, Article XI describes the City's purchasing rules. Specifically, SPMC Section 2.99-39 defines the purchasing procedure to award a Public Works Contract to the lowest responsible bidder. Contracts resulting from competitive bidding are awarded based on the lowest responsible bidder who submitted a bid that was responsive to the solicitation request. A bid is considered to be responsive if it conforms in all material respects to the solicitation requirements, and a bidder is considered to be responsible if they possess the demonstrated ability, capacity, experience and skill to provide the goods and/or services required by the solicitation.

The Public Works Department solicited bids from contractors through a Notice Inviting Bids posted on the PlanetBids website on September 4, 2026. In addition, the solicitation was advertised on the Dodge Construction Network, Bid America, and Kern County Builders Exchange. The Notice Inviting Bids was also published in the South Pasadena Review on September 4, 2026. The advertisement included the plans, specifications and engineer’s estimate, and other contract documents. One Hundred Four (104) firms were notified of the proposal opportunity through PlanetBids, in addition to the notification that occurred from the other project bid sites.

Proposals were received through September 23, 2026, from the following five (5) firms:

Recommended Award

Roy Allan Slurry Seal, Inc. is located in the City of Santa Fe Springs, California and is the lowest responsive bidder. Roy Allan Slurry Seal, Inc. has previously preformed similarly scoped work in the City successfully. Reference checks to the City of Placentia and City of Murrieta provided excellent reviews of workmanship and contractor conduct. They have extensive experience in pavement maintenance and repair and are appropriately licensed and qualified to perform the work. Therefore, staff recommends that the City Council award a construction contract to Roy Allan Slurry Seal, Inc. for construction services for the Project not to exceed $413,810.00.

The Project plans and specifications were prepared by a registered engineer with Alta Planning + Design and conform to current professional engineering standards.  The City's engineer has reviewed the plans and specifications for the Project and finds that the design is reasonable and also meets professional engineering standards.  Therefore, the City Engineer recommends that the City Council approve the plan and specifications (Attachment 1).
