Executive Summary

Staff recommends awarding the maintenance contracts to three (3) contractors to provide on-call construction support for planned and emergency maintenance and repairs to the City’s sanitary sewer and storm drain systems. The requested services include pipeline repair and replacement, bypass pumping, excavation shoring, video inspection, manhole work, pavement restoration, storm drain construction, and related traffic control and site restoration. The agreements would provide the City with multiple contractors capable of responding to individual work orders and emergency conditions. For Fiscal Year (FY) 2026-2027 Task Orders will be issued on an as-needed basis for an expected cumulative not-to-exceed amount of $200,000 for all contracts combined.

Background

On July 23, 2026, the Public Works Department issued a Request for Proposals for On-Call Sanitary Sewer and Storm Drain Maintenance and Repairs.

On August 14, 2026, six (6) proposals were received with unit prices associated with required tasks.

Analysis

The City's sanitary sewer and storm drain systems are core public infrastructure that protect public health, property, and the environment. The sewer system conveys wastewater from homes and businesses to regional treatment facilities, and its condition directly affects the risk of sanitary sewer overflows, which can create public health hazards, damage private property, and expose the City to regulatory enforcement and liability under the State Water Resources Control Board's Statewide Sanitary Sewer Systems General Order. The storm drain system collects and conveys stormwater runoff to reduce localized flooding and must be operated in compliance with the Los Angeles Region Municipal Separate Storm Sewer System (MS4) Permit, which regulates pollutants discharged to receiving waters.

Routine cleaning, closed-circuit television (CCTV) inspection, root control, and timely repair preserve system capacity, extend the useful life of existing assets, and provide condition data that informs capital planning. Since maintenance and repair needs vary in timing and scope, and often require specialized equipment such as hydro-jetting and vacuum trucks, CCTV inspection units, and certified personnel, municipalities commonly contract for these services on an on-call basis. On-call agreements establish pre-qualified contractors and competitively procured rates in advance, allowing the City to mobilize quickly for both scheduled work and emergency response, such as overflows or storm events, without initiating a separate procurement for each task. This approach provides access to specialized resources that would be costly to acquire and maintain in-house, and the City pays only for services actually requested and performed.

Scope of Services

Sewer and Storm Drain maintenance and repair services will be executed on an as-needed basis to address scheduled maintenance and emergencies that may require excavation, flow control, traffic control, and surface restoration. The solicitation requires 24-hour, seven-day availability for emergency assignments with repair mobilization within 24 hours.

Procurement Process

Following a formal Request for Proposals for On-call Services, the City received proposals from the following firms (in alphabetical order):

  1. Bali Construction Inc.
  2. Clarke Contracting Corporation
  3. Ferreira Construction Co. Inc. dba Ferreira Coastal Construction Co.
  4. GRBCON, Inc.
  5. Mike Prlich and Sons, Inc.
  6. W.A. Rasic Construction Company, Inc.

The City evaluated all proposals using the following criteria:

  • Ability to meet the City's emergency-response and around-the-clock availability requirements.
  • Experience with municipal sewer and storm drain repairs comparable in size, complexity, and operating conditions.
  • Availability of qualified personnel, equipment, suppliers, and subcontractors for concurrent or rapidly changing work orders.
  • Quality-control, testing, inspection, documentation, and closeout procedures.
  • Completeness and responsiveness of the proposal and required forms.
  • Reasonableness of unit prices and the total evaluation cost relative to the other proposals.

Rankings of all submitted proposals were as follows:

The ranking shown reflects the combined technical and cost evaluation. The three highest scoring contractors in order were: 1) W.A. Rasic Construction Company, Inc., 2) GRBCON, Inc., and 3) Ferreira Construction Co. Inc. Staff recommends awarding a maintenance contract for on-call sewer and storm drain maintenance to each of these three (3) contractors. Awarding multiple contracts provides the City with the flexibility to navigate fluctuating project demands and contractor availability. Establishing a pre-qualified bench of vendors ensures that time sensitive repairs can proceed without delay, while also allowing staff to leverage competitive pricing on individual projects to maximize cost-efficiency.

Fiscal Impact

Sewer and storm drain repairs will be executed on an as-needed basis for an expected not-to-exceed amount of $200,000 for all contracts combined for FY 2026-2027. Purchase Orders will be issued to Contractors based on capability and availability. Subsequent FY budget and Purchase Orders will be determined as part of the budgetary process.

Unit prices received as part of the RFP shall be adjusted each FY to incorporate a cost-of-living increase determined by the CPI. It is anticipated that should the maintenance contract extensions be executed, the same funding source will be used. However, these budgets may require adjustment by contract amendment, given available funding, and/or the cost of services in future years.

Purchase Orders for FY 2026-27 will use funds from account 210-6010-6501-8180-000.
