Authorize amendments to the CAD and Mobile Data Agreement Among Ramsey County and Members and the Ramsey County Countywide Public Safety Radio Communications Subsystem Subscriber Agreement
Authorize the City Manager to execute amendments to the CAD and Mobile Data Agreement Among Ramsey County and Members and the Ramsey County Countywide Public Safety Radio Communications Subsystem Subscriber Agreement
Ramsey County has requested the City of Shoreview approve amendments to the above agreements to extend the terms in order to allow for additional time to update proposed agreement language.
Ramsey County has been working on modernizing the Joint Powers Agreement (JPA) with communities for services from the Emergency Communications Center (ECC). Although the ECC JPA is not set to expire for several years, it is twenty years old, contains obsolete language, and needs updating to better reflect current practices while being flexible enough to adapt to future changes. County staff have been actively engaging stakeholders over the past several months to gather feedback and ideas for a modernized JPA that will be drafted and circulated for review by member cities in the coming months.
In the process of reviewing documents and agreements that relate to this work, it was recently discovered by Ramsey County staff that the Countywide Public Safety Radio Communications Subsystem Subscriber Agreement from 2008 and the CAD and Mobile Data Agreement from 2014 are both set to expire on December 31, 2026. While both agreements need updating and modernizing like the ECC JPA, they have asked all members to approve simple amendments to extend the expiration dates by two years to avoid interruption of critical services and allow time for a thorough and collaborative process to do that work. These attached amendments contain no new terms or conditions.
