REQUESTED MOTION

To adopt resolution no. 26-70 accepting the bid from Winberg Companies, LLC for the Target Pond Improvement, city project 26-10A, and authorizing the mayor and city manager to execute a construction contract in the amount of $164,613.81.

 
INTRODUCTION

Electronic bids were received and viewed on August 27, 2026 for the Target Pond Improvement, city project 26-10A. Council action is required to award the construction contract.

 
DISCUSSION

Target Pond is a city-owned pond that is east of Lexington Avenue, near Target. A project map is attached to this report. The existing sand filtration system in the pond receives runoff from the nearby paved surfaces and flows into Valentine Lake, which has been on the MPCA's impaired water list since 2002. The Target Pond Improvement, city project 26-10A, will construct an iron-enhanced filtration system in the pond. The goal of this project is to provide additional water quality treatment before the stormwater gets to Valentine Lake, improving the lake's water quality and working toward removing it from the impaired waters list

 

On July 20, 2026, the city council approved plans and specifications and ordered the taking of bids for the Target Pond Improvement, city project 26-10A. The bid was publicly advertised and, on August 27, 2026, ten bids were received and opened. All bids were submitted with proper bid security in the amount of five (5) percent of the total amount bid as required by the project manual. The bid amounts are listed below:

Winberg Companies, LLC is the lowest responsible bidder at $164,316.81. The low base bid results in an estimated total cost for the project of $250,000.00, including allowances for contingency, engineering and administrative costs. 

 

This project was budgeted for in the capital improvement plan for 2026 construction. The Rice Creek Watershed District awarded the city a stormwater management grant of $75,000 for this project. The remaining $175,000 in funding will come from the city's surface water fund. The project will not include special assessments.

 
RECOMMENDATION

It is recommended the city council adopt the attached resolution 26-70 accepting the bid from Winberg Companies, LLC  for the Target Pond Improvement, city project 26-10A, and authorizing the mayor and city manager to execute a construction contract in the amount of $164,316.81.
