Award the contract for Community Center Tropics indoor waterpark pool HVAC design services to BKV Group.
To award the contract for Community Center Tropics indoor waterpark pool HVAC design services to BKV Group in the amount of $97,000.
The City Council is being asked to approve a proposal for professional design services related to the replacement of the HVAC system serving the community center's Tropics indoor waterpark pool.
The City's capital improvement program includes a project to replace the existing HVAC equipment serving the community center’s Tropics indoor waterpark pool. The existing mechanical equipment is over 20 years old and presents an increasing risk of a major failure. This project has already been pushed back from its original CIP schedule, and staff believes the project should not be delayed any further. A failure of the HVAC system at this level could significantly impact facility operations and result in substantial unplanned repair costs and loss of revenue from an extended closure.
The next step in the project process is to hire a firm to produce the needed design specs and documents for the new HVAC system. Staff reached out and requested proposals from four design firms. Two of those firms submitted proposals, as noted below:
Staff reviewed both proposals, with particular consideration given to the project requirements, project schedule, and each firms experience. While Leo A Daly submitted the lower-cost proposal, the are significant advantages of the BKV Group proposal. The HVAC replacement is scheduled to occur in conjunction with the 2027 pool shut down in order to minimize loss of revenue for the community center. The Leo Daly proposed design schedule was significantly longer and would be difficult to accommodate within the 2027 pool shutdown schedule while the BKV Group's proposal can meet the required project schedule. In addition, the BKV Group has greater experience with aquatic facility HVAC projects, and has a proven history of successful projects with the city. Due to these factors staff believe the benefits gained with BKV Groups proposal offset the additional cost.
The project will be funded through the City's Capital Asset Replacement Fund.
Based on the foregoing information, it is recommended that the City Council award the contract for Community Center Tropics Pool HVAC design services to BKV Group in the amount of $97,000.
