Whitney Ranch Parkway Microsurfacing Project - Bid Award
David Mohlenbrok, Community Development Director
Adopt a Resolution of the City Council of the City of Rocklin Awarding a Construction Contract for the Whitney Ranch Parkway Microsufacing Project to Sierra Nevada Construction, Inc. and Authorizing the City Manager to Execute the Contract and Approve Change Orders.
The Whitney Ranch Parkway Widening Project (No. 50081) is included in the 2026-2031 Capital Improvement Program (CIP) and Fiscal Years (FY) 2025/26 & 2026/27 Operating Budget, both approved by the City Council on June 24, 2025. This Project is part of Placer County's Placer Parkway Phase 1 project, which will be expanding Whitney Ranch Parkway into a 6-lane configuration between State Route 65 (SR 65) and University Avenue.
In preparation for the future expansion, City staff took the lead establishing Project No. 50081 to expand the intersection at Whitney Ranch Parkway and University Avenue, install a new traffic signal, and widen Whitney Ranch Parkway from the intersection to the Rocklin city limit. This stage of the project was completed in early 2026.
The next stage of the project will complete these improvements, and increase public safety, by microsurfacing the asphalt at the intersection to create a uniform appearance and remove any residual traces of the previous roadway striping. New thermoplastic markings will then be applied, including enhancements to the bike lanes with a green inset stripe to increase visibility.
The Whitney Ranch Parkway Microsurfacing Project invitation for bids was advertised on August 21, 2026. On September 17, 2026, the following four (4) bids were received and publicly read aloud (Attachment 4 – Bid Summary):
| Contractor | Location | Bid Amount |
| Sierra Nevada Construction, Inc. | Sparks, NV | $184,007.00 |
| Imperial Construction & Engineering, Inc. | Sacramento, CA | $200,000.00 |
| Pavement Coatings Co. | Sacramento, CA | $202,964.81 |
| VSS International, Inc. | West Sacramento, CA | $280,120.00 |
The engineer’s estimate for this project is $160,000.
Sierra Nevada Construction, Inc. was confirmed to be the lowest responsive and responsible bidder with a bid amount of $184,007. Staff recommends the City Council award the construction contract to Sierra Nevada Construction, Inc. and authorize a fifteen percent (15%) contingency ($27,601.05), for a total construction cost of $211,608.05.
The City of Rocklin’s Environmental Coordinator has reviewed the Whitney Ranch Parkway Microsurfacing Project and determined that it falls under the previously approved Notice of Exemption for City Road Resurfacing Projects (Resolution 2019-236), and is exempt from review under the California Environmental Quality Act (CEQA) pursuant to California Code of Regulations Section 15301 – Existing Facilities.
There is no additional fiscal impact to the staff recommendation. As part of the Whitney Ranch Parkway Widening Project (Project No. 50081), sufficient funding for the Microsurfacing phase is available and included in the adopted 2026-2031 CIP and the FY 2026/27 Operating Budget within the Streets SR/Grants Fund (Fund 240).
