Replacement of End of Service Life Police Vehicles
Justin Nartker, Public Works Director
Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing the Purchase of Six (6) 2027 Chevrolet Tahoe Vehicles and Authorizing the City Manager to Purchase the Vehicles.
As part of the City's regular budget process, staff evaluates the City’s vehicle fleet to identify units that have reached, or are approaching, the end of their service life and require replacement. Based on this evaluation, vehicle replacements are identified and funding is allocated through the adopted budget.
Six (6) 2027 Chevrolet Tahoe vehicles have been identified for replacement and funding has been included in the Fiscal Year (FY) 2026/27 Operating Budget. The six vehicles will replace:
- Two (2) Supervisor Vehicles
- Four (4) Patrol Vehicles
Pursuant to Rocklin Municipal Code Section 3.04.090 (C) and (D), the City is authorized to enter into cooperative purchasing agreements with other governmental agencies without undergoing a separate competitive bidding process. The State of California’s cooperative purchasing program provides public agencies access to competitively bid and publicly solicited contracts. Utilizing these contracts allows the City to leverage competitively established pricing and terms, reduce the administrative costs associated with conducting a separate solicitation, and avoid duplicating a competitively procurement process already completed by another public agency while maintaining compliance with the City's purchasing requirements.
Under California Contract No. 1-22-23-23D, Winner Chevrolet, Inc. (Elk Grove) has issued quotes for the vehicles listed above (Attachment 2), totaling $356,432.31. Staff recommends the City Council authorize the purchase of the six (6) vehicles from Winner Chevrolet in an amount not to exceed $356,432.31, in accordance with the terms of the referenced state contract (Attachment 3).
Sufficient funds are budgeted and available in the FY 2026/27 Operating Budget within the Vehicle Fleet Management Fund (Fund 500) and the General Fund (Fund 100) to support the proposed purchases.
