Stormwater Pipe Replacement Contract Award

Adopt a Resolution of the City Council of the City of Rocklin Awarding the Agreement for the Stormwater Pipe Replacement Project to SAK Construction, LLC, and Authorizing the City Manager to Execute an Agreement.
On June 24, 2025, the City Council adopted the Fiscal Year (FY) 2025/26 and 2026/27 Operating Budget and the 2026–2031 Capital Improvement Plan (CIP). The CIP includes the Storm Water Replacement Program to maintain and rehabilitate corrugated metal pipe (CMP) storm drain infrastructure at various locations throughout the City that are at risk of failure. Rehabilitation of the existing CMP infrastructure is necessary to extend its useful life and maintain the reliability of the City’s stormwater system.
Rocklin Municipal Code Sections 3.04.090(C) and (D) permits the City to utilize cooperative or “piggyback” purchasing agreements to satisfy applicable competitive bidding requirements. SAK Construction, LLC is a Rocklin-based contractor that is qualified to perform stormwater pipe replacement work. SAK Construction, LLC is also the lowest bidder under the Region 4 Education Service Center/OMNIA Partners Public Sector cooperative purchasing program, of which the City is a participating member. Region 4 Education Service Center/OMNIA Partners conducted a competitive procurement process to establish contracts with qualified contractors, allowing the City to utilize the cooperative contract and efficiently procure the required services from SAK Construction, LLC.
The proposed contract with SAK Construction, LLC consists of rehabilitating existing storm drain pipes using a specialized pipe sleeving or relining process. This process involves installing a cured-in-place pipe liner within the existing pipe, providing a structural rehabilitation solution while minimizing the need for excavation and replacement. The total contract amount is $632,500, which will be funded through the SB325 Gas Tax (Fund 210).
Staff recommends the City Council adopt a resolution awarding the contract for Stormwater Pipe Replacement to SAK Construction, LLC, and authorizing the City Manager to execute the agreement.
A Notice of Exemption for the Stormwater Pipe Replacement Program was previously approved by the Rocklin City Council through Resolution No. 2020-23. The proposed work is a continuation of the previously approved Stormwater Pipe Replacement Program and does not result in environmental impacts beyond those previously identified. Therefore, no additional environmental review is required.
There is no additional fiscal impact identified as a result of this action. Funding for the contract will be provided through approved funding from the SB 325 Gas Tax Fund (Fund 210).
