Justin Nartker, Public Works Director
- Adopt a Resolution of the City Council of the City of Rocklin Approving a Notice of Exemption.
- Adopt a Resolution of the City Council of the City of Rocklin Awarding the Contract for the Fire Station 24 - Exterior Dry Rot Repair, Wood Restoration, and Repainting Bid Award to Color New Corp, Inc., and Authorizing the City Manager to Execute an Agreement.
The Fire Station 24 - Exterior Dry Rot Repair, Wood Restoration, and Repainting Project was not included in the creation and subsequent adoption of the 2026-2031 Capital Improvement Program, as it was originally identified to be a small project to be completed by City staff. However, upon initial demolition of some of the exit siding, excessive dry rot was discovered and it was determined that contracting this work out would be the best course of action. This project consists of restoring exterior components damaged by dry rot, moisture intrusion, weather exposure, and deterioration, and providing a durable weather-resistant exterior finish.
The invitation for bids was advertised on August 20, 2026, with the bid opening held on Wednesday, September 16, 2026. Ten (10) bids were received (see Attachment 5):

Staff reviewed the bids for completeness and responsiveness and determined that Color New Corp, Inc. submitted the lowest responsive and responsible bid. Staff recommends that the City Council award the contract to Color New Corp, Inc.
In addition, a contingency amount of twenty-five percent (25%) of the contract, in the amount of $24,250 is being requested, due to the nature of the work and the potential for unseen damage to be found during the project. Staff recommends the City Council authorize the City Manager to utilize these contingency funds, provided that adequate appropriations are available, bringing the total authorized project amount to $121,250.
The Environmental Coordinator has reviewed the Project and determined that it is exempt from review under the California Environmental Quality Act (CEQA) pursuant to California Code of Regulations Section 15301 – Existing Facilities. Upon approval by the City Council, the Environmental Coordinator may file the Notice of Exemption with the County Clerk of Placer County and with the State Office of Planning and Research, pursuant to the provisions of Section 21152(b) of the Public Resources Code and the State EIR Guidelines adopted pursuant thereto.
The need for this project was identified subsequent to adoption of the budget. The project is eligible to be funded by the Building Reserve Fund (Fund 180). Staff recommends an appropriation of $121,250 from the Fund 180 fund balance to fund the contract and recommended contingency. Sufficient fund balance is available to support the recommended appropriation.
