Homeland Security Grant Program-Urban Area Security Initiative (UASI) - Grant Subaward
Rustin Banks, Police Chief
Adopt a Resolution of the City Council of the City of Rocklin Approving and Authorizing the City Manager to Execute Subawardee Grant Agreement with the City of Sacramento Accepting the Terms and Subaward of the 2025 Homeland Security Grant Program Urban Area Security Initiative.
The Urban Area Security Initiative (UASI) is a key component of the Homeland Security Grant Program funding by the Department of Homeland Security and the Federal Emergency Management Agency (FEMA). The UASI Program assists high-threat, high-density Urban Areas in efforts to build and sustain the capabilities necessary to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. The UASI program is intended to provide financial assistance to address the unique multi-discipline planning, organization, equipment, training, and exercise needs of high-threat, high-density Urban Areas, and to assist these areas in building and sustaining capabilities to prevent, protect against, mitigate, respond to, and recover from threats or acts of terrorism using the whole community approach.
The City of Sacramento is the regional agency for the Homeland Security Grant Program Urban Area Security Initiative. The UASI grants are awarded annually, and then distributed through the regional agencies to local governments, to be used for the subsequent fiscal year; the current UASI grant award was from 2025 federal funding, to be used for eligible reimbursable expenses from October 1, 2026, through March 30, 2028.
Through the City of Sacramento, the City of Rocklin has been a past subrecipient of this UASI grant. Most recently 2024 UASI grant funds were awarded and used to purchase software from Peregrine Technologies, Inc (Peregrine), which enables the Rocklin Police Department to securely integrate, analyze and share data from multiple data sources to support investigations, operations, and public safety initiatives. The Peregrine contract was approved in 2025 via Resolution No. 2025-197 (Attachment 6). It has an initial term of one year expiring on September 30, 2026, with an option to extend for two additional one-year terms.
The City of Sacramento, in coordination with the City of Rocklin Police Department for the benefit of the Sacramento Urban Area, applied for and was awarded a UASI grant on September 1, 2025, in the amount of three million seven hundred thirty-four thousand seven hundred thirty-nine dollars ($3,734,739) starting on or about October 1, 2026 and concluding March 30, 2028. The City of Rocklin Police Department has been awarded a subaward from the City of Sacramento in the amount of $63,000 for the specific purpose to purchase the software offered by Peregrine Technologies, Inc. Since the City Agreement with Peregrine approved last year has an option to extend the contract for an additional year, staff recommends that Council direct the City Manager to exercise the option to extend the agreement with Peregrine for an additional year. Under the terms of the 2025 UASI grant, reimbursable expenses must be purchased between October 1, 2026 through March 30, 2028. Since the City will pay a one annual time software license fee to Peregrine under the second year of the current Agreement with Peregrine for the full amount of the subrecipient award for this year ($63,000), the City will be eligible for reimbursement for the full year of Peregrine software.
The California Governor’s Office of Emergency Services (Cal OES) and Federal Emergency Management Agency (FEMA) require the Rocklin City Council adopt a Resolution (Attachment 1) in order to execute the agreement and accept and use the Subaward. Staff recommends the City Council adopt the resolution approving the grant subaward. As part of the Resolution, staff also recommends the City Council authorize any budgetary and accounting transactions up to $63,000 in the Fiscal Year 2026/27 Operating Budget in the Police Grant Fund (244) necessary to administer the grant, and to authorize the City Manager to exercise the option with Peregrine to extend the agreement for software for an additional year with a retroactive effect date of October 1, 2026.
There is no impact to the General Fund. The total grant award of $63,000 requires no City match.
