On-Call Construction Management Services Contract Awards
- Adopt a Resolution of the City Council of the City of Rocklin Awarding an On-Call Contract for Construction Management Services to Consor North America, Inc. and Authorizing the City Manager to Execute the Agreement.
- Adopt a Resolution of the City Council of the City of Rocklin Awarding an On-Call Contract for Construction Management Services to Lumos & Associates, Inc. and Authorizing the City Manager to Execute the Agreement.
- Adopt a Resolution of the City Council of the City of Rocklin Awarding an On-Call Contract for Construction Management Services to Salaber Associates, Inc. and Authorizing the City Manager to Execute the Agreement.
- Adopt a Resolution of the City Council of the City of Rocklin Awarding an On-Call Contract for Construction Management Services to Unico Engineering, Inc. and Authorizing the City Manager to Execute the Agreement.
The Community Development Department has a need for professional engineering firms to augment City staff and provide construction management services on an as-needed basis for various construction and Capital Improvement Program (CIP) projects. The current four on-call contracts expire September 20, 2026.
On April 24, 2026, the City issued a Request for Proposals (RFP) soliciting Statements of Proposal for On-Call Construction Management Services. The City received 20 proposals from qualified engineering firms. An internal review panel evaluated the proposals on the basis of the following criteria:
- Completeness of proposal and inclusion of all required items.
- Qualification of staff, capability and experience of project team as it relates to the full scope of services.
- Understanding of the services proposed.
- Commitment to adhering to the project schedule/budgets.
- References from other agencies.
- Familiarity with City, state, and federal procedures.
After reviewing the proposals and comparing these against the City’s various needs, at this time there are four firms that staff recommends retaining on an on-call basis. If approved, these contracts will allow the City to:
- Augment City staff in which a consultant will act in the role of staff while managing contractors in the field.
- Avoid issuing a separate RFP for each project in need of these services, thereby reducing staff time to retain engineering professionals and expedite project delivery.
- Enhance cross-departmental coordination in which staff from other departments may utilize these contracts for project delivery.
- Incorporate the recommendation in the 2023 Community Development Organizational Assessment to have on-call contracts to accommodate temporary increases in workload.
Each time a project or other task requiring construction management services becomes necessary, staff will negotiate a scope and fee to be issued as part of a purchase order. The value of purchase orders will not exceed available budgets, nor will the aggregate dollar value of all purchase orders exceed the maximum contract value each fiscal year.
In order to provide the greatest level of flexibility, staff recommends that each contract include a not-to-exceed amount of $600,000 per fiscal year for each year of the contract period. Additionally, staff recommends granting the City Manager the authority to extend each contract for up to two additional one-year terms at the same terms and conditions.
There is no direct fiscal impact associated with the staff recommendation. The cost of services will be applicable approved Operating or Capital Improvement Program project budgets.
