Justin Nartker, Public Works Director
Adopt a Resolution of the City Council of the City of Rocklin Awarding the Contract for the Blue Oaks, Park, and Dominguez ADA Ramps Upgrade Project to FBD Vanguard Construction, Inc. and Authorizing the City Manager to Execute an Agreement with FBD Vanguard Construction, Inc.
The Blue Oaks, Park, and Dominguez ADA Ramps Upgrade Project is part of the ADA Transition Program – Non-HUD Areas (Project No. 45295) and the Pavement Management Program (Project No. 50007), which are included in the 2026-2031 Capital Improvement Program and the Fiscal Year (FY) 2025/26 & 2026/27 Operating Budget, both approved by the City Council on June 24, 2025. This project consists of the retro-fit of street corners within the City to make them compliant with the Americans With Disabilities Act.
The bid for the Blue Oaks, Park, and Dominguez ADA Ramps Upgrade Project was advertised on September 4, 2026, with the bid opening on September 18, 2026. Five (5) bids were received from the following companies (see Attachment 3):

Staff has reviewed the bids for sufficiency, confirmed they were responsive, and determined FBD Vanguard Construction, Inc. submitted the lowest responsible bid. Staff recommends that the City Council award the contract to FBD Vanguard Construction, Inc.
In addition, a contingency of fifteen percent (15%) of the contract amount, or $40,107, is recommended. Staff recommends the City Council authorize the City Manager to utilize these contingency funds, provided that adequate appropriations are available, bringing the total authorized amount to $307,487.
The City of Rocklin’s Environmental Coordinator has reviewed the Blue Oaks, Park, and Dominguez ADA Ramps Upgrade project and determined that it falls under the previously approved Notice of Exemption for the City’ Road Resurfacing Projects, Resolution 2019-236, and is exempt from review under the California Environmental Quality Act (CEQA), pursuant to California Code of Regulations Sections 15301 and 15302.
There is no additional fiscal impact to the staff recommendation. Sufficient resources are available within the ADA Transition Program – Non-HUD Areas (Project No. 45295) and the Pavement Management Program (Project No. 50007) from the SB 1 – Road Maintenance and Rehabilitation Account Fund (Fund 205) and the SB 325 Sales Tax Fund (Fund 210) to award the contract and fund the recommended contingency.
