Whitney Ranch Retail Access Road Parcel A - Acceptance of Public Utility Easement Deeds

Adopt a Resolution of the City Council of the City of Rocklin Accepting and Directing the Execution and Recordation of Public Utility Easements (Whitney Ranch Retail Tentative Parcel Map (DL2024-0001)).
On April 23, 2024, the City Council adopted Resolution No. 2024-097, approving the tentative parcel map for the Whitney Ranch Retail project (DL2024-0001). A condition of approval of said map included the construction of access road Parcel A between Parcels 1, 4, and 10 on the Parcel Map.
The required Public Utility Easements over and adjacent to Whitney Ranch Retail Access Road Parcel A were inadvertently excluded from the Final Map for DL2024-0001, which was approved/recorded in October 2024. To address this, the acceptance of four Public Utility Easement Deeds will be recorded prior to the City’s acceptance of the Notice of Completion for Whitney Ranch Retail Access Road Parcel A.
The four Public Utility Easement Deeds encompass property interests held by three separate property owners and affect the following Assessor's Parcel Numbers (APNs):
- APN 017-087-012 (Parcel 4) is owned by UKI Rocklin, LLC; and
- APNs 491-050-013 (Parcel 10) and 491-050-014 (Parcel A) are owned by BCC Whitney Ranch Retail, LLC.
- APN 491-050-018 (Parcel 1) is owned by El Macero Partners, LLC.
The recordation of the Public Utility Easement Deeds will establish the necessary public utility easements over the applicable properties and fulfill the requirements associated with the Tentative Map for the Whitney Ranch Retail Access Road Parcel A (see Attachment 6).
There is no direct fiscal impact to the General Fund from the staff recommendation.
