California municipalities have access to various financing options to support capital improvement projects, infrastructure investments, and other long-term funding needs. The City has historically utilized debt financing, when appropriate and financially feasible, to support public infrastructure projects and other capital investments. Understanding these financing options and their financial implications is important for maintaining the City's fiscal sustainability and making informed financing decisions.
Staff has engaged the services of Urban Futures, Inc., to assist with this effort. The presentation will be facilitated by Wing-See Fox, Managing Director, who will provide an educational overview of municipal debt and financing, including available financing instruments, the debt issuance process, debt capacity and limitations, key financial and planning considerations, and post-issuance compliance and continuing disclosure obligations.
The presentation is intended to enhance the City Council's understanding of municipal financing and support informed decision-making regarding the City's future capital and financing needs.
