Response to 2025-26 Grand Jury Report - Public Communication by Placer County Cities: Correctable Deficiencies

Adopt a Resolution of the City Council of the City of Rocklin Approving a Response to the 2025-26 Grand Jury Final Report on Behalf of the City of Rocklin.
On June 30, 2026, the Placer County Grand Jury issued its 2025-26 Final Report, including a report titled "Public Communication by Placer County Cities: Correctable Deficiencies" (Attachment 3). The report included twenty-two (22) findings and fifteen (15) recommendations. The Placer County Grand Jury requested responses from the Rocklin City Council to findings F5, F6, F7, F8 and recommendations R3, R4, R5, R6. Staff have drafted the attached response to the findings and recommendations (Attachment 2). Although not requested, the City's letter also includes a response to finding F9. The response is due by October 1, 2026.
Upon approval by the City Council, the response will be signed by the Mayor and City Manager and provided to the Presiding Judge of the Placer County Superior Court and to the Placer County Grand Jury.
There is no direct fiscal impact to the staff recommendation.
