PRESENTER:
Aaron Luckstein

Action Requested:

Adopting a Resolution approving a contract with KATS Excavating in the amount of $285,273.27 for the Lincolnshire Drainage Improvement Project – Project No. J6746.

Report Narrative:

Stormwater from the Lincolnshire North 5th Subdivision, Lincolnshire 7th Subdivision, and Lincolnshire 8th Subdivision along with the Douglas Trail and neighboring properties immediately to the west is collected and conveyed via storm sewer. The storm sewer is located within the Lincolnshire 7th Subdivision and extends from Arboretum Dr NW to the west before running parallel to Douglas Trail to the north and ultimately discharging along a pedestrian path that connects Arbor Dr NW to Douglas Trail. The stormwater discharge from this storm sewer has caused erosion within and degradation of an adjacent wetland, routinely flowed outside of the associated drainage easement onto private property, and has increasingly threatened adjacent residence within increased high-water levels during high-intensity rainfall events.

The Public Works Department recommends the construction of a drainage improvement project that implements a reinforced concrete pipe (RCP) under the pedestrian trail connecting Arbor Dr NW to Douglas Trail from the existing storm sewer within Lincolnshire 7th Subdivision to the existing storm sewer located within Lincolnshire North 5th Subdivision located immediately to the east. This storm sewer will convey most frequent storm events rather than overland as it does today. The proposed project will greatly reduce or eliminate erosion within the wetland due to the point discharge, and the proposed storm sewer will also reduce the high-water levels at the downstream end of the drainage easement which will reduce the risk of stormwater encroaching onto private property. The wetland will not be impacted by this project because local hydrology is maintained and no project elements will impact the regional groundwater table.
