Contract Award: 2026 Sanitary Sewer Pipe Lining Rehabilitation at Various Locations - Project No. J4348
Consent Agenda
Adopting a Resolution awarding a contract to Visu-Sewer, Inc. in the amount of $1,024,016 for 2026 Sanitary Sewer Pipe Lining Rehabilitation at Various Locations - Project No. J4348.
The 2026 Sanitary Sewer Pipe Lining Project is a continuation of the City’s annual effort to remediate sanitary sewer system Inflow & Infiltration (I&I) sources and to improve the structural integrity of sanitary sewer mains. Sanitary sewer mains in various areas of the City have been identified by the City sewer crew as being of a condition that enables I&I to enter the sanitary sewer system and requires sanitary sewer segments to be lined. These sanitary sewer mains will be lined to decrease the amount of I&I that enters the sanitary sewer system.
WHKS prepared the design and bid documents for the 2026 Sanitary Sewer Pipe Lining Rehabilitation at Various Locations - Project No. J4348.
The following bids were received on August 25, 2026:
Bidder Amount
Visu-Sewer, Inc. $1,024,016
Vortex Services MN, LLC $1,892,812
Engineer's Estimate $913,725
The City continues to see fluctuations in material prices, and that is reflected in the higher bid price on certain items. In addition, the work is done by specialty contractors and there are only four that work in the area which limits competition and can increase bid prices.
There are sufficient funds in the Sewer Utility Fund to complete the project.
Public Works Department recommends the City Council proceed with an award to the apparent low bidder.
Construction will start on or after September 21, 2026 and be substantially completed by June 30, 2027.
The proposed project is consistent with City policies and standards related to sanitary sewer design and rehabilitation.
March 16, 2026: Council Meeting - Approved the Professional Services Contract with WHKS to design the project and authorized permission to bid the project.
No community engagement has been completed.
The project is in the 2026-2031 Sewer and Water Capital Improvement Plan (CIP) as Map No. 4 and is funded by the Sewer Utility Fund.
No alternative actions are suggest at this time.
