The Alliance of Chicanos, Hispanics, and Latin Americans (ACHLA) has applied for a special event permit for its 2026 Latino Fest Festival, henceforth referred to as "the event." Setup is scheduled to commence at 9:00 a.m. on September 19, 2026, with the main festivities taking place from 12:00 p.m. to 7:00 p.m. that same day. Cleanup is expected to wrap up by 9:00 p.m.
The event will take place at the Chateau Theater and Peace Plaza, situated at the intersection of 1st Ave SW and 1st St SW. Inside the Chateau, attendees will be treated to cultural performances, a DJ, and various informational resource tables. Peace Plaza East will host cultural performances, interactive activities for families, and acoustic music. On First Avenue, a selection of food and drink vendors will be available. Peace Plaza West will feature live music on the stage, provide space for dancing, and showcase several art vendors.
To facilitate the event, a road closure will be enforced on 1st Ave SW, extending from W Center St to 2nd St SW. Traffic control meridian gates will be deployed to ensure safety, and a "Road Closed to Thru Traffic" sign will be placed at the intersection of 1st Ave and 2nd St SW. Additionally, a no-left-turn sign will be installed on W Center St.
The City Code permits such events, provided they are designated as "Community Festivals." This term refers to occasions that celebrate the people, history, food, culture, music, or other events within the city of Rochester, as officially recognized by a resolution from the Common Council.
