Action Requested:

Authorizing the advertisement for bids for City Ponds 100, 113, and 199 Pond Dredging and Restoration Project – Project No. J6748-1.

Report Narrative:

City Ponds 100, 113, and 199, which are known as Manorwoods Pond, Greystone Pond, and Georgetown Pond, respectively, have reached their sediment storage capacity and require dredging to restore their overall function. Manorwoods Pond is located in the southeast quadrant of 7th Street NW and Lake Street NW. Greystone Pond is located south of Wicklow Lane SW and east of Greystone Lane SW. Georgetown Pond is located south of 55th Street NW and east of Georgetown Drive NW. Each stormwater pond has been in operation for 26 years or more. Sediment removal is necessary to restore their water quality treatment effectiveness of stormwater runoff generated within their respective drainage areas. To further improve water quality treatment and bring the stormwater ponds into compliance with current city standards, it is also proposed to update the outlet control structures for each pond to enhance the water quality treatment functions of them. The amount of sediment needed to be removed from these ponds along with the outlet control structure updates exceeds the workload capacity of the Public Works Team.

All ponds are located on large City-owned parcels adjacent to residential neighborhoods. Therefore, all adjacent and affected residents will be notified prior to construction commencing to inform them of the project scope, schedule, potential impacts, and contact information of city representatives.

To ensure timely completion and cost efficiency, Public Works recommends outsourcing this work for public bid. The proposed project is in the final stages of design, and the bid release and subsequent opening will occur as soon as the design phase is complete. Approval of this authorization allows for publishing the advertisement for bids upon receipt of the completed design. The bids will then be brought back to the council for consideration of a resulting construction contract.
