PRESENTER:
Aaron Luckstein

Action Requested:

Authorizing the advertisement for bids for the Lincolnshire Drainage Improvements Project – Project No. J6746.

Report Narrative:

Stormwater from the Lincolnshire North 5th subdivision, Lincolnshire 7th subdivision, and Lincolnshire 8th subdivision along with the Douglas Trail and neighboring properties immediately to the west is collected and conveyed via a combination of piped storm sewer and a surface drainage system. The storm sewer is located within the Lincolnshire 7th subdivision and extends from Arboretum Dr NW to the west before running parallel to Douglas Trail to the north and ultimately discharging to a surface drainage system along a pedestrian path that connects Arbor Dr NW to the Douglas trail. The stormwater has caused erosion within and degradation of an adjacent wetland, flowed outside of the associated drainage easement onto private property, and has increasingly impacted adjacent residences within increased high-water levels.

A drainage improvement project is proposed that will replace the existing surface drainage system with a reinforced concrete storm sewer pipe that connects to the existing upstream and downstream piped infrastructure. This storm sewer will convey most frequent storm events rather than overland as it does today. This will greatly reduce or eliminate the erosion within the drainage easement. The proposed storm sewer will reduce the high-water levels at the downstream end of the easement which will reduce the risk of stormwater encroaching onto private property and outside of the existing drainage easement. The associated wetland will not be impacted by this project because local hydrology is maintained and no project elements will impact the regional groundwater table.

The project design is in the final stages, and the bid release and subsequent opening will occur as soon as the design phase is complete. Approval of this authorization allows for publishing the advertisement for bids upon receipt of the completed design. The bids will then be brought back to the Council for consideration of a resulting construction contract.

Priorities & Foundational Principles:
Public Safety
Responsible Environmental Stewardship
Policy Considerations & DEI Impact:

The proposed project is consistent with City policies, maintenance requirements, and design standards related to storm water conveyance and water quality treatment.

Prior Legislative Actions & Community Engagement:

No prior legislative actions. The proposed project has been discussed with the adjacent and impacted private properties through written and verbal communication.

Fiscal & Resource Impact:

The Lincolnshire Drainage Improvement Project – Project No. J6746 will be funded from the 2026-2031 Storm Water Capital Improvement (CIP), Map No. 1, Annual Program: Funding for Addressing Historical Drainage Issues – Project No. 6505. Funding is sourced from the Storm Water Utility Enterprise Fund. The preliminary engineer’s estimate of probable cost including a 30 percent allowance for engineering, interest, and contingency is $375,000. The final cost of the project will be determined once the design is complete and the bids are received.

Alternative Action(s):

No alternative actions are suggested at this time.
