Contract Amendment: Rochester Sportsplex Project # J2870 Change Orders numbers 4 and 5
Consent Agenda
Approving a contract amendment in the amount of $634,697.50 utilizing project contingency funds with Knutson Construction for change orders 4 and 5.
During the design phase of the Rochester Sportsplex Complex, the project team implemented a series of value engineering strategies aimed at conserving budget while preserving flexibility for potential future scope increases. These strategies were developed based on assumed site conditions and anticipated utility construction requirements at the time.
As the project progressed through permitting, however, site conditions discovered during construction required several of these value engineering measures to be revisited and updated. As a result, the following substitutions and additions became necessary: Ductile Iron Pipe is now required for watermains in place of the originally planned PVC; portions of the HDPE storm sewer piping have been converted back to reinforced concrete pipe; and additional storm sewer structures are now required. These changes are mandated as conditions of the approved building permit and are not optional.
These change orders address permit comments related to utility materials for water main, sanitary and storm sewer, actual site conditions encountered during mass grading and material borrow credits from the city owned parcel to the north of the Sportsplex site.
On a more favorable note, the recent purchase of the parcel north of the Sportsplex site has presented an unexpected opportunity. Geotechnical reports for that parcel identified sand deposits well-suited for use as subsurface drainage material beneath the artificial turf surfaces. Recognizing this, the mass grading contractor has identified a potential savings of $102,503 by sourcing this material on-site rather than trucking sand in from an offsite location.
Additionally, beyond the building permit changes and the material borrow credit, Knutson Construction has issued a $300,000 credit back to the project budget. This credit reflects the cost of owner-purchased playground equipment that had originally been included within the construction budget scope.
If approved, these adjustments would be absorbed within the approved construction budget through the use of project contingency funds.
The Regional Sports & Recreation Complex Project will follow the City's targeted business utilization and workforce participation goals. The completed project will provide opportunities for the community to utilize the facility. Trails for walking, running, and biking, connecting to the funded and planned Willow Creek trail. Outdoor recreation promotes health and wellness, with well-documented benefits for physical and mental health. Activities in nature improve cardiovascular health, mobility, flexibility, and reduce the risk of health issues. Designing the facility to be accessible ensures these benefits are available to everyone, regardless of age or ability, creating an inclusive and healthy space for all.
