Tax Increment Financing (TIF) – Strategic Management and Policy Considerations (3:30 - 4:30 p.m.)
Presentation Items
This study session is a follow-up to the June 22, 2026, City Council discussion on Rochester's Tax Increment Financing (TIF) program. The previous session provided an overview of TIF fundamentals, the City's existing portfolio, and opportunities to strategically leverage TIF resources to support redevelopment, housing, infrastructure, and community investment.
Building on that discussion, this study session will focus on more specific operational and policy considerations intended to maximize the effectiveness of the City's TIF program. Topics include strategic district management, pooling of available tax increment, and administrative cost allocation.
Much of this discussion focuses on how we manage the TIF program day to day, rather than changes to the City's formal policies. Some of these approaches can be incorporated into our existing practices, while others may require updates to the City's adopted TIF Policy. Any proposed policy changes will be brought back to Council for consideration and approval.
Staff is seeking Council feedback on the approaches and considerations presented. This direction will help inform future recommendations as part of the City's annual TIF portfolio review, including opportunities for strategic district management, reinvestment of available tax increment, and potential policy refinements.
