Council Initiated Action - City Council Civility Pledge
Council Initiated Actions
Considering a Council Initiated Action requesting the City Council adopt a resolution to pledge to lead with civility, dignity, and respect.
Proposed motion if Council approves the CIA - Adopting a Resolution to pledge to lead with civility, dignity, and respect.
Council President Randy Schubring brings forward this Council Initiated Action for consideration, with Council Member Andy Friederichs, supporting as the second, as required by the Council Rules of Procedure Ch. 2 - Internal Council Conduct, Sec 2.03 - Placing Items on the Business Meeting Agenda, subd. B. This request is as follows:
Adoption of a League of Minnesota Cities model resolution to stand united to lead with civility, dignity, and respect to create an environment that values shared goals, increased empathy and genuine dialogue. The resolution further states we are committed to honoring the dignity of every resident in every neighborhood and to leading by example in showing that differences need not lead to division when we treat one another with dignity.
Council Initiated actions are often requests to prioritize staff time toward creating a policy or bringing back information; however, the League of Minnesota Cities provides easy access to the resolution they developed, and it is provided here in a Rochester format. If desired, approval of the CIA would adopt the resolution as attached this evening.
Council Initiated Actions help the Council prioritize its own initiatives through organized coalition building done in a public space and on the record. CIAs provide the Council with a public forum to consider their individual ideas with the body and decide if those ideas warrant prioritization for City teammates within the larger scope of the City's project load.
